Abstract: UA: Матеріал статті включає в себе апарат створення корпоративної етики. Дана
наукова робота містить основні теоретичні дослідження, які доводять, що
корпоративна етика являє собою систему ефективного підходу до управління
персоналом. Представлені головні інструменти, які включають в себе цінності, два
основних напрями, правила і допустимі норми ділового спілкування.
Розкрито і згруповано властивості груп цінностей корпоративної етики, на
підставі чого об'єднуються співробітники однієї організації. Внаслідок чого
з'являються загальні цільові професійні напрямки діяльності, а цей важливий процес
веде до підвищення якості праці та кадрової роботи.; EN: The article material includes a corporate ethics education apparatus. This scientific
work contains the basic theoretical studies that prove that corporate ethics is a system of
effective approach to personnel management. It presents the main tools that include values,
two fundamental directions, rules and acceptable norms of business communication.
The properties of groups of values of corporate ethics are disclosed and grouped, on
the basis of which employees of one organization are combined. As a result, there are general targeted professional areas of activity, and this important process leads to an increase in the
quality of work and personnel work.
It is substantiated that it is very important for the management of the organization to
develop an algorithm by which corporate ethics will be introduced among the employees of
the organization. Provided that this algorithm takes into account the specifics of the
organization, as well as the established habits and customs of employees. It is proved,
provided that the norms of the proposed algorithm of corporate ethics are aimed at goodwill,
the tolerance of each employee this innovation will bring the organization only benefit, and
the satisfaction of the members of his team.
The introduction of corporate ethics in the organization’s system confirms its high
value in effective personnel management. Colleagues, including managers, observe cultural
and ethical standards of behavior and subordination to each other. Management is based on
justice, responsibility, respect and tolerance, which allows you to balance relationships in a
team. Confirmed, the listed arguments lead to high results of activity, both in the whole

Abstract: RU: В статье обосновывается необходимость экономической оценки массовой
культуры. Рассмотрены исторические аспекты возникновения массовой культуры, ее
объективный и необратимый характер, а также особенности ее проявления в
современных условиях. Отмечаются положительные моменты массовой культуры.
Аргументируются риски неконтролируемого продвижения массовой культуры, а
именно формирование усредненного вкуса, формирование искусственных
потребностей, неэффективное использование ресурсов, угроза перенасыщения на
рынке услуг. Резюмируется, что современная массовая культура несет в себе
экономические возможности и риски, которые необходимо контролировать.; EN: The article substantiates the need for an economic evaluation of mass culture, which is
understood as the culture of life, entertainment and information, which prevails in modern
society. It includes such phenomena as media, sports, cinema, music, mass literature, visual
arts, etc. Mass culture, a culture adapted to the tastes of the broad masses of people, is
technically replicated in the form of a multitude of copies and is distributed using modern
communication technologies. The article considers the historical aspects of the emergence of
mass culture, its objective and irreversible nature, as well as the peculiarities of its
manifestation in modern conditions. The origin and formation of mass culture is associated
with the formation of an industrial society. Standardization in the sphere of material
production required standardization in the spiritual and cultural spheres. There are positive
moments of mass culture, namely, accessibility, democracy, tolerance. Messages of mass
culture are clear, addressed to all people regardless of their origin, status, age, education.
Mass culture relieves psycho-emotional stress that a person experiences while performing a
monotonous, monotonous workplace at his workplace. The risks of uncontrolled promotion of
mass culture are argued, namely the formation of average taste, the illusory nature of
happiness, the formation of artificial needs, the inefficient use of resources, the threat of glut
in the market for services. Indeed, mass culture products are serial and standardized, and
therefore it is focused on primitivization, that is, a simplification of the idea of the world, of
itself. Popular culture always has a commercial purpose. Her works do not act as a means
of copyright self-expression, but directly addressed to the reader, listener, viewer and take
into account his requests. It is summarized that modern mass culture carries economic
opportunities and risks that need to be controlled. Mass culture serves as a kind of mediator
between the generally accepted values of the elite culture, the avant-garde "underground"

Abstract: UA: В статті обґрунтовано необхідність мінімізації корупційної складової на
розвиток транспортної системи держави, удосконалення системи захисту об’єктів
критичної інфраструктури (на прикладі залізничної галузі) в сучасних умовах розвитку
держави та суспільства. Встановлено, що мінімізація корупційної складової при
здійсненні господарчої та управлінської діяльності залізничного транспорту
позитивно відіб’ється на забезпеченні життєво важливих інтересів людини,
громадянина, суспільства і держави. Також констатується, що корупційна складова є
негативним фактором сталого розвитку і гальмом реформ залізниці, знижує рівень
системи захищеності об’єктів критичної інфраструктури, як невід’ємної складової
системи протидії загрозам національних інтересів держави. Пропонуються шляхи
мінімізації впливу корупції на об’єкти критичної інфраструктури (на прикладі
залізничної галузі) та напрацьовано рекомендації щодо дій керівництва і менеджменту
в цьому напрямку з урахуванням кращого світового досвіду й стандартів.; EN: The article substantiates the necessity of minimizing corruption component on the
development of transport system of the State, improvement of the system of protection of
objects of critical infrastructure (for example, the railway industry) in the modern conditions
of development of the State and society. It is established that in the case of minimizing
corruption component in carrying out economic and management activity of railway
transport, this has a positive impact on providing vital human interests of the citizen, society
and the State. Also following that corrupt element is a negative factor for sustainable
development and brake reforms of the railway, the system reduces the level of protection of
the objects of the critical infrastructure as an integral component of system threats to national
interests State. Determined that corruption in the railway infrastructure expressed in terms
of: non-targeted and inefficient use of funds; the questionable actions of officials in
implementing the economic and financial-economic activities; the manipulation of the
selection of priority directions of development of transport infrastructure; lobbying
stakeholders in the development and production of imperfect equipment, outdated technology,
the embodiment of the secondary project as a priority; rigid centralization of managerial,
financial, administrative, personnel levers in the "hands" of senior management; appointment
of incompetent persons to managerial, managerial levels; decision-making under the
influence and in the interests of representatives of individual financial and industrial groups;
populism, adoption of programs, strategies, concepts that can not be implemented in practice.
