TEL TSI
EN: The integration of the Ukrainian railway system into the European transport space
requires not only technical and operational compatibility but also interoperability of information
processes and data exchange. The introduction of the Telecommunication and Telematics
Applications for Railways Technical Specification for Interoperability (TEL TSI) establishes common
requirements for the exchange of information between participants in the rail transportation process.
At the same time, a significant part of the information required by TEL TSI is already generated and
stored in the automated information systems of JSC “Ukrzaliznytsia”. However, these data may differ
in structure, codes, formats, and conditions of use, which
complicates their direct application for cross-border
information exchange.
The paper proposes a formalized approach to
organizing two-way information interaction between the automated systems of JSC “Ukrzaliznytsia” and the TEL TSI environment through a software
integration gateway. The gateway is intended to receive data from existing information systems,
normalize and validate them, determine the context of the transportation process, apply the required
transformation rules, and generate information objects and messages in accordance with TEL TSI
requirements. A classification of information correspondences has been developed, including direct
correspondence, code or format conversion, conversion based on additional conditions, aggregation
of data from several sources, calculation of a new value, and absence of a required data source. For
each type, the corresponding processing procedure and conditions for its application are defined.
To assess the information readiness of existing systems, indicators of information coverage,
transformation requirements, calculation requirements, and absence of required data are proposed.
The practical applicability of the approach was preliminarily tested using the WagonStatusMessage
process. The analysis showed that information analogues can be identified in the JSC
“Ukrzaliznytsia” information environment for 9 of 11 event types, corresponding to 81.8% event
coverage. The obtained result characterizes only the coverage of events and does not represent a
complete assessment of technical or information readiness. The proposed approach provides a basis
for identifying information gaps, determining the required data transformations, and planning further
integration of Ukrainian railway information systems with the TEL TSI environment.

Kustov, Viktor; Yelizarenko, Andriy
заземлення, захисту портів і верифікації рішень з урахуванням функціональної безпечності;
EN: An engineering assessment is conducted to evaluate the correspondence between the
radio-frequency immunity levels specified by EN 50121-4 and the actual electromagnetic
environment of Ukrainian railways. This assessment covers the railway VHF band at 150–156 MHz,
including portable, mobile, and stationary transmitters, as well as the 27 MHz CB band (Citizens
Band) as a scenario in which radiated electromagnetic fields can induce common-mode conducted
disturbances on signalling and interlocking (SCI) cables and equipment ports. The analysis
demonstrates that documentary-confirmed transmitter power levels currently authorized for use in
Ukraine can generate calculated field strengths exceeding the basic immunity test level of 10 V/m at
characteristic distances. For the 27 MHz band, the assessment emphasizes the analysis not only of
radiated fields but also of common-mode conductive interference induced on cable ports through the
mechanisms of antenna coupling and grounding path impedance. The frequency-dependent immunity
levels established in EN 50121-4 are examined as methodological precedents for scenario-oriented
national adaptation. A three-level approach is proposed: (1) a National Annex should identify
characteristic electromagnetic influences and test
scenarios specific to Ukrainian railway
infrastructure; (2) sectoral EMC design rules should
establish zoning principles, separation distances, cable routing, shielding, bonding, grounding, port protection and verification procedures with
consideration of functional safety; and (3) operational regulations should impose restrictions on
personal RF transmitters used in proximity to open apparatus and require periodic verification of
passive shielding measures with regard to functional safety and signal integrity throughout the
equipment lifecycle.

EN: The article presents a multi-criteria mathematical model for improving the
technology of grouped freight train operations under resource-saving conditions. The proposed
approach is aimed at increasing the efficiency of railway freight transportation by integrating energy,
time, shunting, and infrastructure-related criteria into a unified optimization framework. Unlike
traditional train formation models that primarily focus on minimizing wagon-hours or the number of
reclassification operations, the developed model incorporates an explicit energy consumption
component and capacity constraints of railway infrastructure, thus ensuring a comprehensive
assessment of operational efficiency.
The railway network is represented as a directed graph consisting of stations and line sections,
while grouped freight trains are formed based on wagon flow distribution between origin–destination
pairs. The optimization problem is formulated as a mixed-integer nonlinear programming (MINLP)
model with a composite objective function that minimizes total energy consumption, delivery time,
shunting costs, and infrastructure usage expenses. The model includes constraints related to train
mass and length limits, section capacity, station processing capability, wagon flow balance, and
delivery time standards. The energy consumption component is calculated based on train mass,
section length, traction resistance, and locomotive efficiency parameters, allowing the evaluation of
operational decisions from an energy-efficiency perspective.
To ensure computational feasibility, the nonlinear energy term can be linearized, and the
overall optimization task may be decomposed hierarchically into train formation planning and
timetable coordination subproblems. The proposed solution approach combines branch-and-bound
techniques with simulation-based validation to verify the robustness and practical applicability of the
obtained results.
A numerical experiment conducted for the conditions of a large classification yard
demonstrates that the implementation of the proposed model allows reducing traction energy
consumption by 7–12 %, decreasing wagon idle time by up to 15 %, and improving the utilization
rate of line capacity. The obtained Pareto-optimal solutions illustrate the trade-off between
transportation speed and energy efficiency, providing decision-makers with flexible operational
strategies.
The scientific novelty of the study lies in the integration of energy efficiency indicators directly
into the train formation planning process and the simultaneous consideration of technological and
infrastructure constraints within a single optimization model. The practical significance of the
research is associated with the possibility of applying the developed model in adaptive train
formation planning systems, digital traffic management platforms, and decision-support tools for
railway operators. The proposed approach contributes to sustainable railway transport development by reducing operational costs and enhancing resource efficiency without compromising service
quality.

previously developed for stationary microprocessor interlocking cabinets, to onboard locomotive
systems operating under fully autonomous (GoA3/GoA4) control. Vulnerability of critical locomotive
subsystems to destructive electromagnetic influences is analyzed across three physical paths: the
galvanic track circuit of ALSN receiver coils and Eurobalise readers, the airborne radio-channel
path of FRMCS/5G-Rail and satellite navigation antennas, and internal locomotive CANbus/MVB/Ethernet data buses exposed to ultra-wideband transient pulses. A hybrid onboard module
