Abstract: UA: Проводиться обґрунтування необхідності забезпечення
безпеки відеоінформаційних ресурсів у системі
об'єктивного контролю і управління стратегічно
значущими об'єктами. Показується можливість
підвищити доступність і цілісність відеоінформації
шляхом ефективного кодування послідовності кадрів
для відеопотоку. Обґрунтовується важливість питання
щодо інтегрування процесів ефективного кодування в
базові системи обробки динамічних відеоінформаційних потоків для зменшення їх бітової
інтенсивності. Вказується, що для побудови
ефективного синтаксичного представлення потрібно
використовувати підхід, який базується на усуненні
міжкадрової надмірності з урахуванням форм
представлення інформації на внутрішньокадровому
рівні. Викладаються основні етапи побудови
концептуального базису ефективного синтаксичного
представлення слотів Р-кадрів у градієнтному просторі
локально-структурних обмежень, що враховує таке:
виявлення структурно-локальних закономірностей за
результатом аналізу всіх елементів ДОС; обмежені
значення динамічних діапазонів елементів ДОС
відповідно до закономірностей двокомпонентного
градієнтного простору; необхідність відновлення
інформативних елементів ДОС без втрати цілісності.; EN: The purpose of research is creation a
conceptual basis of effective syntactic representation for
the P-frames slots by local and structural restrictions
gradient space. Justification of need of safety of video
information resources for system of objective control and
management of strategically significant objects is carried
out. An opportunity to increase availability and integrity of
a video information by effective coding of sequence of
shots for a video stream is shown. Importance of a question
concerning integration of processes of effective coding in
basic systems of processing of dynamic video information
streams for reduction of their bit intensity is proved. It is
specified that for creation of effective syntactic
representation it is required to use approach which is based
on elimination of intra frame redundancy taking into
account data representation forms at the intra frame level.
The result of creation of conceptual basis of the effective
syntactic representation of slots of P-frames by local and
structural restrictions gradient space considering are stated:
detection of structural and local regularities by result of the
analysis of all DDS elements; limited values of dynamic
ranges of the DDS elements according to regularities of
two-component gradient space; need of restoration of the

Abstract: UA: У цій статті зроблено аналіз та наведено класифікацію підходів до вибору твердопаливного котла для опалення
невеликих приміщень, що визначило доцільність розроблення моделі вибору твердопаливного котла для опалення невеликих
приміщень з урахуванням не тільки його основних характеристик, а й технічного рівня та вартості протягом життєвого
циклу. Запропоновано математичну модель вибору твердопаливного котла для опалення, яка базується на кваліметричному
підході.; EN: The work
reveals the need for new, modern methods of choice for
solid fuel boilers provide heat small areas of rail transport,
which will take into account how their design and technical
level and cost parameters. This will greatly reduce the cost
of rail transport needs of a thermal energy. Made
classification approaches to the selection of solid fuel
boilers for heating small spaces. Also in the paper shows
the determination of the technical feasibility and its
evaluation. The basic components of the evaluation of the
technical level, bringing the developed method of
estimation of the technical level of boilers, based on an
analysis of their performance. Consider each stage drawing
order determining factor algorithm technical level of
boilers, which showed the technique will obtain
information on the technical level of boilers and their
degree of compliance with the current requirements and

Abstract: UA: У статті проаналізовано умови експлуатації п'ятникових вузлів вантажних вагонів. Встановлено, що
деталі цього вузла при роботі в умовах сухого тертя і наявності високих контактних й ударних навантажень
мають низьку зносостійкість. Вивчено існуючі способи відновлення і підвищення зносостійкості зношених
деталей п'ятникових вузлів. Визначено, що найбільш універсальним способом відновлення та підвищення
зносостійкості деталей п'ятникових вузлів візка вантажного вагона є дугове наплавлення легованими
зносостійкими матеріалами.; EN: The article analyzes the operating
conditions of freight wagon center plate arrangement. It is
established that the details of this unit when operating in
conditions of dry friction and the presence of high
subgrade and impact stress have low wear resistance at the
rate of wear of working surfaces of 10 mm by 100 th. km.
Was studied the existing methods of recovery and
improve the wear resistance of worn parts center plate
arrangement. The most universal way to restore and
improve the wear resistance of parts freight wagon center
plate arrangement is arc surfacing.
It was determined that widely used methods of arc
surfacing the alloyed facing material in the repair of freight
wagon die cast worn parts allow to restore their dimensions
and improve the wear resistance, however, have a number
of limiting their application flaws. In this fashion is an
urgent task, the development of a new composition of
facing material having optimal physical and mechanical

живлення електричного рухомого складу залізниць. Для забезпечення ефективної фільтрації та стабілізації
напруги на виході тягових підстанцій пропонується застосовувати у випрямних установках активні фільтристабілізатори послідовного типу на базі ємнісного накопичувача енергії з підвищеною частотою широтноімпульсної модуляції.; EN: The
article discusses ways to improve the electromagnetic
compatibility of the traction power supply systems of
direct current to the adjacent electrical installations and
improve the quality of electric energy supply of railway rolling stock. To ensure effective filtration and
stabilization of the voltage at the output of traction
substations proposed to be used in the rectifier Active
Filter Settings stabilizers serial type based on capacitive
energy storage with the increased frequency of the pulsewidth modulation.
As an advantage of active filter-regulator can be noted
that for its single-phase bridge switch needed only two
uncontrolled and two fully managed keys, and only one of
them must be quick on IGBT basis. For buck converters –
rectifiers three-phase PWM voltage needed six-speed fully
managed keys on the IGBT, which are connected in series
with diodes and transistors are protected against reverse
voltage. Thus, the number of power switches, the losses of
energy in them and the cost of stabilizing the active filter
will be lower than in buck converters, and the output
