З огляду на цей досвід, запропоновані відповідні конструктивні рекомендації про заходи реіндустріалізациї сучасних промислових зон в Україні. Зроблений висновок про те, що розвиток промислових галузей являється ключовим фактором в подоланні структурних деформацій в экономіці України та необхідною стезею для переходу до стійкого економічного росту.; EN: The most successful experience among the EU countries in the creation and development of industrial parks in the system of functioning of the reindustrialization of the industrial complex of the economy, a number of state policy measures to stimulate scientific and technological and innovative and industrial activities have been investigated. Taking into account this experience, the corresponding constructive recommendations on measures of reindustrialization of modern industrial zones in Ukraine are proposed. The analysis as a whole confirmed the hypothesis expressed earlier that the reindustrialization of European countries can become a powerful prerequisite for the industrial revival of the domestic economy. The development of industrial sectors is a key factor in overcoming structural deformations in the Ukrainian economy and a necessary precondition for the transition to sustainable economic growth. However, the limited internal investment resources provoke the search for external sources of financing. Only the formation of a holistic economic policy aimed at eliminating the above factors can provide an appropriate climate for the inflow of investments into the country. An important step towards overcoming the aforementioned obstacles can be not only the conclusion of an association agreement with the EU by Ukraine, which will simplify customs procedures and significantly raise the country's prestige for potential investors, but the final entry into the association, adaptation of the legislative framework.

Abstract: UA: В умовах глобальної пандемії одним із основних завдань управління підприємством має бути створення ефективної системи антикризового менеджменту. У статті досліджено проблему застосування антикризового управління на підприємстві в умовах пандемії, теоретичне обґрунтування та розробка практичних рекомендацій з управління підприємством в умовах кризи. Визначено відмінності між традиційними кризовими явищами і дестабілізацією бізнесу із-за пандемії. Проаналізовано показники підтримки підприємницької діяльності державними структурами країн світу. Виокремлено основну мету антикризового управління. Розглянуто основні проблеми управління персоналом кризового підприємства, завдання управління людським потенціалом кризового підприємства. Обґрунтовано необхідність впровадження системи антикризового управління на вітчизняних підприємствах з метою забезпечення економічного розвитку.; EN: In conditions of global pandemic, implementation of efficient crisis management system should be among crucial tasks of enterprise management. The research is targeted at processes of enterprise crisis management system control in conditions of pandemic. The economic essence of crisis management is the subject of the research. The paper deals with the issue of crisis management implementation at the enterprise in conditions of pandemic, theoretical substantiation and development of practical recommendations for enterprise management in crisis conditions. Differences between conventional crisis phenomena and pandemic-related business disruption are identified. Parameters of entrepreneurial activity support by world countries’ government institutions are analyzed. The primary objective of crisis management in the context of pandemic is highlighted. The three key cycles of crisis management introduction in pandemic conditions are defined: the shock – personnel protection, situation understanding and business continuity control; the waiting – personnel and business management during the crisis; and the recovery – business recovery, loss assessment and rapid rehabilitation. Key issues of personnel management at crisis-stricken enterprise and challenges facing human potential management at crisis-stricken enterprise are reviewed. The need in crisis management system implementation at homeland enterprises to ensure economic development is substantiated. It was determined that crisis management in pandemic conditions must provide for evaluation of quarantine mode’s advisable time limits in the context of all the risks identified and for adequate adaptation of crisis response measures. It has been proven that implementation of proposed actions will make it possible to prevent and overcome the crisis situation and to maintain the enterprise’s sustainable marketplace position, to stabilize the enterprise’s viability in challenging economic situations. A number of problematic issues associated with crisis management in conditions of global pandemic were also highlighted.

The main feature of the modern enterprise is the combination of different technological areas, which are formed on the basis of several technologies and characterized by a wide range of products that are manufactured. This feature of the enterprise leads to the creation of a more flexible management structure by increasing the employee's role in the organization of the production process by using his intellectual capital, talent, creative thinking, which forms a creative environment in the enterprise. The creative environment of an enterprise is the creation of special conditions necessary for intensifying the creative activity of all its employees for the production of different creative ideas, their evaluation, selection in order to develop and implement different creative decisions in the production process, which will provide the enterprise with effective innovative development and maintaining competitive positions in market. Creating a creative environment in the enterprise, creativity acts not only as an object of management, but also as a way of ensuring efficiency gains, as a basis for innovative development, a way of management, a method of harnessing existing potential, including intellectual. The production structure of the enterprise must have some resistance to the effects of the environment, while remaining flexible to any changes that are necessary to ensure the effective development of the enterprise in today's dynamic market conditions. Significant organizational transformations that creative activity can bring to the production process at an enterprise must be carefully considered to determine their feasibility and effectiveness, which will help to make optimal decisions in the organization of production. Доведено необхідність удосконалення інструментарію забезпечення збалансованого зростання АТ «Укрзалізниця» з урахуванням глобальних трендів цифрової перебудови середовища його функціонування. Розкрито концепцію забезпечення збалансованого розвитку АТ «Укрзалізниця», у межах якої визначено стратегічну мету, тактичні цілі та завдання забезпечення сталого зростання підприємств галузі. Сформовано систему сценаріїв забезпечення збалансованого розвитку АТ «Укрзалізниця», яка розкриває інструменти забезпечення його сталого зростання залежно від міри проникнення цифрових технологій у галузь. Доведено, що практичне впровадження концепції та системи сценаріїв забезпечення збалансованого зростання залізничного транспорту дозволить ґрунтовно підійти до вибору стратегії та інструментів реалізації цифрових змін у галузі.; EN: The article examines scientific approaches to the definition and systematization of tools for balanced development of enterprises, including railway transport. The necessity of improving the tools for ensuring balanced growth of JSC “Ukrainian Railways”, taking into account global trends in digital restructuring of their operating environment, is proved. Examples of successful international experience in implementing digital modernization projects of railway transport enterprises are studied. The concept of ensuring balanced development of JSC “Ukrainian Railways” is revealed, within the framework of which the strategic goal, goals and objectives of ensuring sustainable growth of industry enterprises are defined. The peculiarity of the concept is that the goals of balanced growth of railway transport enterprises are reflected, firstly, in the context of the augmented real and virtual environment of their development in accordance with the economic, environmental and social motives for the growth of industry enterprises, and, secondly, in the areas of ensuring balanced growth of railway transport enterprises in the context of digital transformations in the industry. A system of scenarios for ensuring the balanced development of JSC “Ukrainian Railways” (inertial, fragmentary-adaptive, progressive-adaptive, coevolutionary-digital) is formed and tools for ensuring their sustainable growth are revealed depending on the degree of penetration of digital technologies into the industry and the desired level of balanced development of railway transport enterprises. Taking into account the expediency of ensuring an absolute balance of railway transport enterprises in order to form stable competitive positions in the market of transport and logistics services, it is indicated that it is advisable to use a coevolutionary digital scenario. Since the use of tools for this scenario of balanced development of railway transport enterprises will allow us to fully implement digital changes in the qualitative transformation of services, innovation and investment processes, and the formation of digital competencies of personnel of industry enterprises.
