Це сприятиме підвищенню якості послуг з перевезення вантажів на залізничному транспорті за рахунок формування для вантажовідправників конкурентних пропозицій з транспортування на основі недискримінаційного доступу до інфраструктури, сучасної обґрунтованої тарифної політики, застосування ефективних рішень з автоматизації технологічних процесів та екологічного підходу до технології перевезень на основі «зеленої» логістики. У вступі доведено актуальність обраної теми, наведено загальну характеристику роботи, особистий внесок здобувача та апробацію результатів дослідження, показано зв’язок роботи з науковими темами та програмами, сформовано мету, задачі, об’єкт та предмет дослідження, викладено методи досліджень та положення наукової новизни, обґрунтовано практичне значення отриманих результатів. У першому розділі дисертаційної роботи проведено аналіз статистичних даних обсягів та середньої відстані перевезення вантажів залізничним транспортом України за останній період. На основі аналізу статистичних даних виявляється поточний стан справ в акціонерному товаристві (АТ) «Укрзалізниця». Проведено стислий аналіз основних напрямків наукових досліджень у сфері експлуатації залізниць, з описом суміжних до теми дисертації напрямків наукової діяльності із зазначенням їх авторів. 3 Проведено аналіз досліджень в області удосконалення технології залізничних перевезень на основі логістичних принципів з зазначенням технологічної системи, основної функції системи та напрямком реструктуризації. Відзначається, що впровадження логістичних принципів до технології перевезень потребує врахування інтересів усіх учасників перевезення та формування сучасних інформаційнокеруючих систем та систем підтримки прийняття рішень (СППР). В основу досліджень покладено системний підхід як один із основних наукових методів в області управління залізничними станціями та перевезеннями вантажів. В якості прикладів формування конкурентного середовища на ринку залізничних вантажних перевезень розглянуто особливості реформування структури управління на Французькій, Німецькій та Польській залізницях. Розглядаються особливості функціонування зазначених залізничних компаній як систем доставки, аналізується їх досвід, переваги та недоліки структури управління. Як світовий тренд виявлено, що конкурентне середовище на транспортному ринку формується наявністю компанійперевізників. Наводиться стан, тенденції та перспективи застосування «зеленої» логістики у світі. Визначено основні вимоги українських вантажовласників до їх транспортного обслуговування у процесі перевезень вантажів, основними стримуючими факторами щодо забезпечення конкурентних переваг та якості надання залізничних послуг. На основі світового досвіду ефективної взаємодії держави із залізничними компаніями-перевізниками описано важливість положень директив 91/440/ЄЕС та 95/19/ЄС, оскільки вони є основними документами для допущення на ринок перевезень компаній-перевізників та впровадження конкуренції в залізничну галузь. Проаналізовано низку робіт вітчизняних фахівців в сфері залізничної галузі, які спрямовано на всебічний розвиток наукових основ функціонування залізничного та інших видів транспорту та відображають важливість безперебійної роботи залізничної галузі, особливо під час воєнного стану.; EN: The dissertation is dedicated to addressing the scientific task of improving freight delivery technology by rail transport in a competitive environment by considering the presence of carrier companies and determining rational parameters of the supply chain based on "green" logistics. This will contribute to enhancing the quality of freight transportation services by rail by forming competitive transportation proposals for shippers through nondiscriminatory access to infrastructure, modern justified tariff policies, application of effective solutions for automation of technological processes, and an ecological approach to transportation based on "green" logistics. In the introduction establishes the relevance of the chosen topic and provides a general overview of the work, the personal contribution of the researcher, and the validation of research results. It also demonstrates the connection of the work with scientific themes and programs, formulates the purpose, tasks, object and subject of the research, outlines research methods and scientific novelty, and substantiates the practical significance of the obtained results. In the first chapter of the dissertation, an analysis of statistical data on the volumes and average distances of freight transportation by rail in Ukraine over the recent period is conducted. Based on the analysis of statistical data, the current state of affairs in the jointstock company "Ukrzaliznytsia" is revealed. A brief analysis of the main directions of scientific research in the field of railway operation is presented, along with a description of the areas of scientific activity related to the topic of the dissertation, indicating their authors. The research has included an analysis in the field of improving railway transportation technology based on logistic principles, specifying the technological system, the primary function of the system, and the direction of restructuring. It is noted that the implementation of logistic principles into transportation technology requires consideration of the interests of all transportation participants and the establishment of modern information management systems and decision support systems (DSS). The foundation of the research is based on a systematic approach as one of the primary scientific methods in the management of railway stations and freight transportation. The study examines the specifics of reformation management structures in the French, German, and Polish railways as examples of creating a competitive environment in the market for railway freight transportation. It also explores the functioning specifics of these railway companies as delivery systems, analyzing their experiences, as well as the advantages and disadvantages of their management structures. As a global trend, it has been identified that the competitive environment in the transportation market is shaped by the presence of carrier companies. The current state, trends, and prospects of applying "green" logistics worldwide are outlined. The primary requirements of Ukrainian cargo owners for their transportation services during freight transportation are defined, along with the main constraining factors in ensuring competitive advantages and the quality of railway services. Drawing on global experience, the effective interaction of the state with railway carrier companies underscores the importance of Directives 91/440/EEC and 95/19/EEC as fundamental documents for admitting carrier companies to the transportation market and introducing competition into the railway sector. Moreover, a series of works by domestic experts in the railway industry aimed at the comprehensive development of the scientific foundations for the operation of railways and other modes of transportation are analyzed, reflecting the importance of uninterrupted railway operation, particularly during wartime. Дослідження інвестиційної активності країн світу дозволило встановити нарощення темпів та масштабів реалізації інфраструктурних проєктів, спрямованих зокрема на розбудову залізничної інфраструктури і забезпечення інноваційного розвитку залізничного транспорту. Попри активізацію процесів модернізації залізничної інфраструктури України, у т. ч. за сприянням та участю інших держав, тенденції функціонування вітчизняних підприємств залізничного транспорту не відповідають темпам і напрямам інноваційних перетворень, реалізованих у світовій залізничній галузі. Наростання внутрішніх деструктивів функціонування вітчизняних підприємств залізничного транспорту на тлі воєнно-політичної та економічної нестабільності в країні створює бар’єри для впровадження інноваційних прогресивних змін і подолання технологічного розриву між суб’єктами транспортно-логістичного ринку України та європейських держав, що і зумовило необхідність перегляду напрямів та інструментів інноваційного зростання підприємств залізничного комплексу. Встановлено, що домінуючим трендом сучасного етапу трансформації світової залізничної галузі є процеси її цифровізації, які визначають вектори та перспективні інструменти реалізації інноваційних проєктів на залізничному транспорті. Аналіз цифрових змін у сегменті залізничних перевезень дозволив ідентифікувати такі еволюційні етапи розвитку процесів цифрової трансформації підприємств залізничного транспорту, як хаотичне впровадження розрізнених цифрових рішень, локальне застосування цифрових технологій для вирішення окремих операційних проблем, систематичне та комплексне впровадження цифрових рішень, цифровий симбіоз та коадаптація суб’єктів, технічних систем і технологічних рішень підприємств залізничного транспорту. Врахування змісту даних періодів трансформації дозволило ґрунтовно підійти до вибору інструментів реалізації цифрових інноваційних перетворень на вітчизняних підприємствах залізничного транспорту.; EN: The study of investment activity of the world's countries allowed us to establish an increase in the pace and scale of implementation of infrastructure projects aimed, in particular, at the development of railway infrastructure and ensuring innovative development of railway transport. Despite the intensification of the processes of modernization of the railway infrastructure of Ukraine, including 9 with the assistance and participation of other states, the trends in the functioning of domestic railway transport enterprises do not correspond to the pace and directions of innovative transformations implemented in the global railway industry. The increase in internal destructivities of the functioning of domestic railway transport enterprises against the background of military-political and economic instability in the country creates barriers to the introduction of innovative progressive changes and overcoming the technological gap between the subjects of the transport and logistics market of Ukraine and European states, which led to the need to review the directions and tools of innovative growth of railway enterprises. It is established that the dominant trend of the current stage of transformation of the global railway industry is the processes of its digitalization, which determine the vectors and promising tools for implementing innovative projects in railway transport. The analysis of digital changes in the railway transportation segment allowed us to identify such evolutionary stages in the development of digital transformation processes of railway transport enterprises as chaotic introduction of disparate digital solutions, local application of digital technologies to solve individual operational problems, systematic and integrated implementation of digital solutions, digital symbiosis and coadaptation of subjects, technical systems and technological solutions of railway transport enterprises. Taking into account the content of these transformation periods allowed us to thoroughly approach the choice of tools for implementing digital innovative transformations at domestic railway transport enterprises. 2023-01-01T00:00:00Z
