The main element of the Fourth Industrial Revolution is the availability of all relevant information in real time, which is formed on the basis of cyberphysical production systems, combining real and virtual worlds. The Fourth Industrial Revolution is changing business models, so today classical economic laws do not always provide effective answers to economic agents when making decisions. Currently, the psychological aspects of human behavior and the perception of various economic events are gaining particular relevance, so such a direction in economic theory as behavioral economics is becoming popular. The rapid development of science and technology is spreading automation, artificial intelligence and the expansion of the digital economy in the world. In view of this, behavioral economics is becoming an important tool in adapting to the new components of the fourth industrial revolution: it makes it possible to better understand and predict people's reactions to transformations, taking into account their needs, considerations and motives. If emotional and social factors are taken into account when making decisions, the modern economy will become more humane and contribute not only to economic growth, but also to improving people's well-being. Behavioral economics and the fourth industrial revolution are interconnected, and both have a significant impact on the future state of the world economy. The fourth industrial revolution poses a number of threats to the development of socio-economic relations: increasing income inequality, both between economic entities and between individual countries; transformation of external and internal labor markets; digital divide in society; deepening isolation of people, which leads to an increase in psychological illnesses in people; increasing social instability in society. Abstract: UA: У статті досліджена роль облікової політики в процесі управління витратами. Визначено, що, правильно сформована облікова політика, з урахуванням спеціалізації діяльності підприємства, гарантує ефективність облікового процесу та мінімізацію витрат. Відповідно до НП(С)БО, підприємство має право самостійно обирати методи обліку елементів облікової політики, із низки запропонованих законодавством, та розподіляти загальновиробничі витрати на постійні та змінні з точки зору економічної доцільності. Для розподілу загальновиробничих витрат суб’єкт господарювання має визначити в розпорядчому документі про облікову політику базу розподілу загальновиробничих витрат, величину нормальної потужності підприємства та визначити планову суму змінних та постійних загальновиробничих витрат. Таким чином підприємство буде забезпечене достовірними даними про кількість виготовленої продукції, її собівартість, розмір витрат на збут та іншою необхідною інформацією, яка впливає на прийняття стратегічних управлінських рішень.; EN: The organization of accounting is an integral part of a business entity's activities, which affects all aspects of the accounting process - from the choice of accounting methods to the formation of financial results. The article discusses the role of accounting policy in the process of cost management. Accounting policy is a set of methods, techniques and procedures for accounting approved by the National Accounting Standards. Accounting policy, as a component of financial statements, is developed by each enterprise independently in accordance with the requirements of the current legislation. It is determined that a properly formed accounting policy, which takes into account the specialization of the enterprise's activities, guarantees the efficiency of the accounting process, contributes to the improvement of economic activity and increases the chances of a reasonable allocation of resources and funds. The accounting policy is formalized in the form of an Accounting Policy Order and supplemented by additional documentation, such as instructions, internal regulations, rules, etc. In accordance with the current legislation, an enterprise has the right to independently choose the methods of accounting for accounting policy elements, including expenses, as well as to distribute general production costs into fixed and variable ones in terms of economic feasibility. The article deals with depreciation of fixed assets, disposal of inventories and general production expenses. In order to allocate general production expenses, the company must determine the basis for allocating general production expenses, the amount of the company's normal capacity, as well as the planned amount of variable and fixed general production expenses in the accounting policy document. Thus, the company will be provided with reliable data on the number of manufactured products, their cost, the amount of sales expenses and other necessary information that affects strategic management decisions. Abstract: UA: У статті обґрунтовано ключову роль інновацій для забезпечення гнучкості, адаптації та довгострокового успіху підприємств всіх сфер економічної діяльності, у т. ч. і підприємств залізничного транспорту. З’ясовано, що удосконалення послуг, розроблення нових продуктів, оптимізація процесів та впровадження нових бізнесмоделей надають залізничним компаніям кращі можливості для процвітання в конкурентному середовищі. На основі аналізу світової практики розвитку залізничних компаній встановлено, що сьогодні реалізується значна кількість інноваційних трансформацій у залізничній галузі, у т. ч. пов’язаних із модернізацією залізничної інфраструктури. Розкрито пріоритетні напрями реалізації інноваційних змін у залізничній галузі, ключовими з яких визначено такі: активна розбудова високошвидкісної мережі та виробництво швидкісного рухомого складу, застосування енергоефективних зелених технологій і альтернативних джерел живлення, зростання світового ринку виробництва та обслуговування залізничної інфраструктури і прогнозування його подальшого збільшення, електрифікація залізничної мережі, спільна реалізація країнами проєктів розбудови залізничної інфраструктури тощо.; EN: The article argues that constant crises and external threats have once again emphasized the importance of innovation for maintaining flexibility and adaptation in terms of ensuring the long-term success of enterprises in all areas of economic activity, including the transport sector. About 51% of companies indicate that innovation plays an important role in promoting positive changes, and the implementation of innovative initiatives has contributed to increasing revenues. The key role of innovation in ensuring flexibility, adaptation and long-term success of railway transport enterprises is established. It is found that improving services, developing new products, optimizing processes and implementing new business models provide railway companies with better opportunities to thrive in a competitive environment. Attention is also drawn to certain constraining factors, in particular financial problems. Since the creation and expansion of railway infrastructure requires large initial investments, this can become a serious problem for both governments and private companies. In addition, as technology advances rapidly, existing railway equipment may become obsolete, requiring costly upgrades or replacement. Rapid and frequent introduction of new technologies, such as high-speed rail or automation, may also face obstacles. Ensuring workforce training and technology integration can be difficult and resistance to change may arise. Together, these factors create obstacles to the development and modernization of railway systems. Overcoming these challenges requires careful planning, strategic investments and effective training programs to ensure that railways remain efficient, safe and technologically modern. Based on the analysis of the global practice of railway company development, it has been established that a significant number of innovative transformations are currently being implemented in the railway industry, including those related to the modernization of railway infrastructure. Abstract: UA: В статті визначено, що дієвим інструментом політики індустріального відродження економіки України на засадах сталого розвитку є розбудова екоіндустріальних парків, які, за умов їхньої правильної організації, дозволяють вирішити завдання забезпечення конкурентоспроможності української продукції шляхом впровадження екологоорієнтованих інновацій, зниження негативного впливу господарської діяльності на навколишнє середовище і підвищення якості життя громад. Встановлено, що в сучасних умовах господарювання, які характеризуються невизначеністю, мінливістю і складністю, проєкти розвитку еко-індустріальних парків постійно стикаються з ризиками, і можуть зазнавати невдач. Забезпечення ефективності реалізації проєктів еко-індустріальних парків потребує ідентифікації ризиків і ефективного управління ними. З’ясовано, що кожен еко-індустріальний парк проєктується й експлуатується в унікальному середовищі, з урахуванням властивого йому комплексу умов, тож набір актуальних ризиків також буде унікальним для кожного парку. Визначено, що існує перелік ризиків, які характерні для проєктів екоіндустріальних парків, вивчення яких є основою подальшого ефективного управління ризиковими ситуаціями. Систематизовано типові ризики проєктів еко-індустріальних парків з урахуванням етапів проєктної діяльності, стратегічної орієнтації та джерел виникнення. Акцентовано увагу, що в українських реаліях ризики у сфері планування набувають особливого значення, зважаючи на воєнний стан і подальшу невизначеність розвитку ситуації в країні. Зроблено висновки, що ключовими бар’єрами для розвитку еко-індустральних парків в Україні, є ризик неготовності інфраструктури і зростання цін на електроенергію, втрат від бойових дій, залучення іноземних інвестицій та кредитування в Україні. Зважаючи на специфіку еко-індустріальних парків, виділено ризики взаємодії компанії-учасників (відповідності, комунікації, координації та самоорганізації, спільного використання ресурсного потенціалу, операційної несумісності, опортунізму), що мають суттєвий вплив на можливість досягнення цілей сталого розвитку.; EN: An effective tool for the policy of industrial revival the Ukrainian economy on the basis of sustainable development is the development eco-industrial parks, which, if properly organized, allow solving the problem of ensuring the competitiveness of Ukrainian products by introducing environmentally friendly innovations, reducing the negative impact of economic activity on the environment and improving the quality life of communities. It has been established that in modern economic conditions, which are characterized by uncertainty, variability and complexity, eco-industrial park development projects are constantly faced with risks and may fail. Ensuring the effectiveness of the implementation eco-industrial park projects requires identifying risks and effectively managing them. It has been found that each eco-industrial park is designed and operated in a unique environment, taking into account its own set of conditions, so the set of relevant risks will also be unique for each park. It was determined that there is a list of risks that are characteristic of eco-industrial park projects, the study which is the basis for further effective management risk situations. Typical risks eco-industrial park projects are systematized, taking into account the stages project activity, strategic orientation and sources origin. It was emphasized that in Ukrainian realities, risks in the field planning are particular importance, given the state war and the further uncertainty the development the situation in the country. It was concluded that the key barriers to the development eco-industrial parks in Ukraine are the risks of infrastructure unavailability and rising electricity prices, losses from hostilities, attracting foreign investment and lending in Ukraine. Given the specifics eco-industrial parks, the risks of interaction between participating companies (compliance, communication, coordination and self-organization, sharing resource potential, operational incompatibility, opportunism) have been identified, which have a significant impact on the possibility achieving sustainable development goals. 2024-01-01T00:00:00Z
