На підставі аналізу різних підходів до характеристики якості життя людини (суспільства) зроблено висновок про необхідність використання комплексного (системного) підходу, відповідно до якого якість життя розглядається як суб'єктивно-об'єктивна категорія, що відображає єдність усіх компонентів життя.; EN: This article analyzes the methodological foundations of the research category of "quality of life". In the study of the problems of quality of life of the individual and society in the work identified and dealt him such a dominant direction as objectification and subjectivization. In the first direction of the quality of life is investigated as an objective characteristic which determines the material conditions and means of development. In the analysis of the second direction of emphasis towards considering only subjective components of quality of life, which are estimated relation of man to the conditions of life and different material and cultural wealth. The main here is satisfaction with life, full realization of man's inner potential. The article attempts to develop criteria for the requirements to the content of methodologies to assess the quality of life of the population. Based on the analysis of the main approaches to the characterization of the quality of life of the individual (society) concluded that the need for an integrated (systemic) approach, according to which the quality of life is seen as subjective, objective category, reflecting the unity of all components of life. At the same time, most fully reveal the essence of the category of "quality of life", according to the authors, is possible only by examining it closely connected with the meaning of human life and ideals, goals and values of society. G Abstract: UA: У статті розглянуто підходи до визначення сутності управління витратами. Автором зазначено, що забезпечення вантажоперевезень територією України потребує розвитку конкурентного середовища на ринку залізничних послуг. Проблема забезпечення вантажних перевезень необхідним рухомим складом у достатній кількості й технічно справному стані є однією з найгостріших проблем, що уповільнює розвиток залізничного транспорту та потребує великих капіталовкладень, майже єдиним джерелом яких за умови відсутності інвестицій є власні кошти підприємств – виробників рухомого складу. Саме тому актуальною постає проблема розробки ефективної системи управління витратами на підприємствах – виробниках рухомого складу залізничного транспорту як засіб оптимізації витрат і, відповідно, збільшення їх прибутку та обсягу тимчасово вільних власних коштів. The author noted that the provision of cargo through the territory of Ukraine requires the development of a competitive environment in the market of railway services. The problem of providing the necessary freight rolling stock in sufficient quantity and in good technical condition is one of the most acute problems of development of railway transport and requires big investments, almost the only source which, in the absence of investment are own funds of enterprises – manufacturers of rolling stock. That is why the actual problem of development of effective system of cost management at enterprises – manufacturers of rolling stock of railway transport as a means of cost optimization and, therefore, increase their profits and own funds temporarily idle. The method of cost management is a mechanism of implementation of managerial influence of the management subsystem on the managed subsystem as a process of realization of functions of management (planning, organization, motivation, regulation, control) using administrative, economic and socio-psychological methods while respecting the principles of consistency, autocracy, cooperation, initiative and discipline of a scientific nature. Особливу увагу необхідно приділити забезпеченню оптимізації витрат з урахуванням постійного зростання цін на всі необхідні складові елементи виробництва для забезпечення конкурентоспроможності підприємств на ринку транспортних послуг.; EN: Aspiring integration of a transport system of Ukraine to a world transport network needs clear implementation requirements of specialists a transport industry all users of transport products, concerning providing of quality service at the level of world requirements, that consisted in bringing all system over of legal, economic, financial instruments and organizational forms to the necessities of users of transport services. A transport is an interlink between all industries of economy and in the process of the activity, forms not only the charges of own production, but also substantially influences on the level charges of other industries through a transport constituent in a mine-out and realized by them unit cost. Control system by charges for the enterprises of a transport industry must be examined with taking into account to not only the economy of charges but also in the context of achievement of their accordance to the tasks development of enterprise, both current and strategic. The functions of management charges are primary in relation to a production, id est for the achievement of certain productive, economic, social or other result at first it is necessary to define the necessary volume of charges. Therefore the aim of management charges is correct determination of size of charges for the achievement of high economic result of activity of enterprise. In modern terms the questions of estimation of efficiency of activity of enterprises appear newly. Qualificatory here is a problem, on what criterion to estimate an increase or decline of efficiency. Those principles that existed in the theory of management a socialistic economy can not be used in market conditions. The simple cost cutting on unit of products can not be considered an index to efficiency. Estimating efficiency is necessary on the size of general economic effect, that the participants of process of transportation get taking into account all losses. In modern terms newly the questions of estimation of efficiency appear it is important not simply to decrease expenses on exploitation, namely to optimize them.
