Досліджено зміст поняття «кадрова безпека», розкрито завдання управління кадровою безпекою підприємств залізничного транспорту, зокрема визначено наступні напрямки роботи із забезпечення кадрової безпеки: оцінка; дослідження та виявлення ризиків; розробка та реалізація інструментарію забезпечення кадрової безпеки.; EN: The urgency of personnel safety management as a priority trend in the system of economical safety at railway transport enterprises in modern crisis economic conditions has been revealed in the article. The approaches to the determination of a scientific category of “personnel safety” has been investigated and the conclusion has been drawn that scientists reveal the essence of personnel safety according to the following main positions: as the state of being secure from threats caused by personnel actions; as processes, a complex of measures or directions concerning the prevention and counteraction against threats; or through the combination of all these directions. The tasks of managing personnel safety of railway transport enterprises has been revealed, in particular the following directions of the work concerning the provision with the personnel safety has been determined: estimation; investigation and detection of risks; the development and implementation of personnel safety provision tools. It was determined that one of the most important factors of personnel safety provision at railway transport enterprises and as a result one of the most important methods of threat prevention is the formation of employees’ loyalty and devotion through the system of efficient motivation in which attention is focused on the prevention and elimination of threats of employees’ low competence, the absence of corporate consciousness, the provision of economic health of employees and their protectability. Logistic approach which unlike existing, is based on management of material and information streams is offered. It will allow to reduce costs of production, to establish an optimum level of cooperation between all links of process of production and its economic agents, to accelerate process of obtaining information that will provide the maximum satisfaction of consumers as production, to control quality of production at stages of providing with material resources, technological process and supply. Functioning of mechanism of the investment providing must be carried out by combination of separate components of financial and investment mechanisms of enterprise, that, in same queue, is the inseparable elements of the unique economic mechanism.
