In the scientific and applied literature, this concept is mainly considered as a concept focused not on individual functional divisions, but on an integral process model of organizing activities. This approach is implemented as an element of a corporate strategy that integrates human resources, information technology, and software to automate, control, and optimize processes. These components cover various levels and components of the organizational structure, contributing to its integrity and flexibility. Accordingly, the key goal of UBP is to create added value by effectively managing business processes in the face of constant changes and transformations. This is the reason for the increased interest in this concept that has prevailed in recent years. However, the expected breakthrough results from reengineering were not fully achieved. One of the defining reasons for widespread dissatisfaction with the results of implementing approaches to Business Process Management is the lack of a clear, holistic and repeatedly tested methodology that would ensure effective modeling and improvement of processes. In this regard, there is an increase in scientific and practical interest in cross-functional management systems, which are considered as a promising area of research. Special attention is paid to the analysis of both their applied potential and the risks and limitations that arise in the implementation of such approaches. The scientific article proves that modern business processes have significantly evolved from the traditional model of functional interaction - both internal and external - towards a cross-functional approach that can provide the enterprise with a stable competitive advantage. It is established that the transition to such a model of organizing processes really requires the latest mechanism for their implementation. Conceptual provisions for building a mechanism for implementing business processes of an enterprise in the context of transformations are formed, because it must necessarily contain modern technological solutions that offer a wide range of tools: from simple means of communication and optimization of corporate e-mail, which are available even to companies with a minimal budget, to complex specialized software products created for certain tasks of an individual business. Визначено основні елементи механізму: джерела формування фінансових ресурсів, методи розподілу, інструменти фінансового впливу та процедури оцінювання результативності. Показано, що впровадження чіткої структури дозволяє забезпечити узгодженість фінансових рішень із цілями розвитку галузі, стабільність ресурсної бази та підвищення ефективності державного управління. Практичне значення результатів полягає у можливості використання структури фінансового механізму для вдосконалення державних програм розвитку залізничного транспорту та підвищення прозорості фінансових рішень. Вступ. Сучасний розвиток залізничного транспорту потребує системного фінансового забезпечення. Непослідовне застосування фінансових інструментів і недостатня узгодженість бюджетних, інвестиційних та програмно-цільових ресурсів знижують ефективність державного управління та стримують модернізацію галузі. Мета. Метою статті є обґрунтування структури фінансового механізму державного управління розвитком підприємств залізничного транспорту як системи взаємопов’язаних елементів, здатної підвищити результативність державного фінансового регулювання та забезпечити досягнення стратегічних цілей розвитку галузі. Матеріали і методи. У дослідженні використано наукові праці з державного управління та фінансового регулювання, а також нормативно-правові акти і програмні документи у сфері розвитку залізничного транспорту. Методологічну основу становили системний підхід, структурно-функціональний аналіз, порівняння та логічне узагальнення, що забезпечило виділення основних елементів фінансового механізму та встановлення взаємозв’язків між ними. Результати. Удосконалено підходи до структуризації фінансового механізму державного управління розвитком залізничного транспорту шляхом виділення його основних елементів: джерел, методів розподілу, інструментів впливу та процедур оцінювання результативності. Пропонується системний підхід до використання фінансових ресурсів у межах державної транспортної політики. Перспективи. It is argued that structuring the mechanism is a key condition for the effective use of state financial instruments. The main elements of the mechanism are identified: sources of financial resources, methods of distribution, instruments of financial influence, and procedures for evaluating effectiveness. It is shown that the introduction of a clear structure ensures the consistency of financial decisions with the development goals of the industry, the stability of the resource base, and the improvement of the effectiveness of state management. The practical significance of the results lies in the possibility of using the structure of the financial mechanism to improve state programmes for the development of railway transport and increase the transparency of financial decisions. Introduction. The modern development of railway transport requires a systematic approach to financial support. Inconsistent application of financial instruments and insufficient coordination of budgetary, investment, and program-based resources reduce the effectiveness of public administration and hinder the modernization of the sector. Purpose. The purpose of the article is to substantiate the structure of the financial mechanism of public administration for the development of railway transport enterprises as a system of interrelated elements capable of increasing the effectiveness of state financial regulation and ensuring the achievement of strategic sectoral development goals. Materials and Methods. The study is based on scientific publications in the field of public administration and financial regulation, as well as regulatory and program documents related to the development of railway transport. The methodological framework includes a systems approach, structural and functional analysis, comparison, and logical generalization, which made it possible to identify the main elements of the financial mechanism and determine the relationships between them. Results. The approaches to structuring the financial mechanism of public administration for the development of railway transport have been improved by identifying its key elements, namely sources of financial resources, distribution methods, financial impact instruments, and performance evaluation procedures. A systemic approach to the use of financial resources within the framework of state transport policy is proposed. Discussion. This competitiveness is largely conditioned by the development of specific competencies, most notably the pedagogical activity competence. Consequently, effective training is supposed to prioritize creating conditions that allow students to practice and achieve professional realization as FL instructors. The shift to mandatory distance learning caused by the prolonged pandemic necessitated the adjustments to all educational activities. This, in turn, highlighted the need for specialized training that prepares students to teach effectively within blended and distance learning contexts. Indeed, distance learning has become one of the most prominent trends in modern education, with the COVID-19 pandemic precipitating a significant transition from classical in-person instruction to these new modalities. The purpose of this paper is to examine the prospects of higher education and analyze the core principles of professional training for FL teachertrainees within distance and blended learning frameworks. The major research methods employed to achieve the above purpose embrace monitoring, systemic and situational logical analysis, and theoretical research. The study was conducted through a comprehensive literature review on the topic, utilizing relevant keywords and synonyms. Furthermore, the analysis and summarization of higher education prospects prioritized the importance of FL teacher-trainees’ professional development, specifically accounting for the unique characteristics of distance and blended learning environments. The conducted research revealed that the main goal of professional training for higher education teachers should focus on conscious mastery of information technology (IT) tools, activation of pedagogical self-organization, and development of the ability to self-improve it skills. It is further emphasized that individual distance learning constitutes a comprehensive pedagogical concept. This approach encompasses the goals, structure, content, and process of learning, is based on an evaluative approach, and ultimately contributes to shaping “design thinking”. Such thinking integrates individual preferences, knowledge, and opportunities for applying information and communication technologies. The study concluded with clear definitions for the learning modalities: blended learning is finalized as the effective combination of traditional faceto-face instruction with online components, implemented using modern internet tools; distance education provides students with the flexibility to study from home according to a convenient schedule and in optimal comfort. In the distance education system, knowledge assessment is also carried out remotely. Students can complete research projects, take electronic final tests, and participate in exams with instructors via video conferencing. Finally, the use of interactive methods in FL classes is crucial, as it ensures an intensive creative process of interaction between the teacher and students, stimulating cognitive activity both during and after the lesson.; UA: У статті проаналізовано, що рівень конкурентоспроможності професійної підготовки майбутніх учителів іноземної мови залежить від можливостей професійної реалізації. Ці можливості зумовлені формуванням специфічних компетентностей, найважливішою з яких є компетентність педагогічної діяльності. Цей фактор зумовлює створення умов для здобуття студентами можливостей професійної реалізації у практичній діяльності вчителя іноземної мови. Тривалий перебіг пандемії вимагає коригування реалізації будь-якого виду освітньої діяльності через її вимушене переведення у форму дистанційного навчання. А це, своєю чергою, вимагає спеціальної підготовки студентів до викладання в умовах змішаного та дистанційного навчання в навчальному закладі. Дистанційне навчання набуло статусу одного з найпопулярніших напрямів у сфері освіти сучасного століття. Встановлено, що пандемія COVID-19 внесла значні зміни в класичне навчання та викладання предметів, які називаються дистанційним навчанням. Метою цієї праці є вивчення перспектив вищої освіти та аналіз основ професійної підготовки майбутніх викладачів іноземних мов у форматі дистанційного та змішаного навчання. Основними методами дослідження є моніторинг, системний та ситуативно-логічний аналіз, а також теоретичний метод. Для реалізації мети дослідження було проведено огляд літератури з обраної теми з використанням ключових слів і синонімів, пов’язаних із темою роботи; здійснено аналіз та узагальнення перспектив вищої освіти; акцентовано важливість професійної підготовки майбутніх викладачів іноземних мов з урахуванням особливостей дистанційного та змішаного навчання. Дослідження виявило, що основною метою професійної підготовки викладачів вищої освіти є зосередження уваги на свідомому оволодінні інструментами інформаційних технологій (ІТ), активізації педагогічної самоорганізації та розвитку здатності до самовдосконалення ІТ-навичок. Підкреслено, що індивідуальне дистанційне навчання є комплексним педагогічним поняттям, яке охоплює цілі, структуру, зміст і процес навчання. Встановлено, що дистанційне навчання іноземних мов базується на оцінному підході та сприяє формуванню «дизайнерського мислення», яке поєднує індивідуальні вподобання, знання та можливості застосування інформаційно-комунікаційних технологій. Зроблено висновок, що дистанційна освіта надає можливість навчатися вдома за зручним графіком і в найкомфортніших умовах. Крім того, контроль знань у цій системі освіти також може здійснюватися дистанційно – студенти проводять дослідження, складають електронні тести та іспити для викладачів за допомогою відеоконференцій тощо. Використання інтерактивних методів на заняттях з іноземної мови забезпечує інтенсивний творчий процес взаємодії між викладачем і студентами, а також сприяє стимулюванню пізнавальної діяльності під час і після занять. Обґрунтовано актуальність аналізу транспортної метафорики, що відображає культурно зумовлені смисли та специфіку мовної репрезентації. Визначено трикомпонентну структуру концепту (ядро, периферія, внутрішня форма), описано його модусну організацію та взаємозв’язки в межах концептосфери. Особливу увагу приділено ролі потяга й рейок як ключових образів, що набули символічного значення у фразеології, відображаючи ідеї руху, стабільності, прогресу, змін і кризових ситуацій. Проаналізовано ідіоми з залізничною семантикою, які активно використовуються для опису життєвих процесів, соціальних явищ та емоційного досвіду, що підтверджує універсальність концепту “RAILWAY” як джерела метафор у мовній картині світу. Образ потяга у фразеології уособлює як позитивні, так і негативні смисли: від символу поступального розвитку, швидкості та досягнення мети до маркерів кризи, небезпеки чи руйнації. Швидкісні поїзди метафоризують сучасність, технологічний прогрес та глобалізаційні процеси, тоді як вантажні – силу, витривалість і стабільність. Локомотив виступає символом рушійної сили й лідерства, вагон і купе – колективної та індивідуальної подорожі, пасажир – залежності чи участі в соціальній взаємодії. Станції, квитки, відправлення та прибуття відображають важливі етапи життєвого шляху, вибір і досягнення. Інфраструктурні елементи (стрілки, світлофор, тунель) формують метафори контролю, рішень і змін. Аналіз показує, що концепт “RAILWAY” має значний метафоричний потенціал і широко використовується для інтерпретації досвіду людини та суспільства у когнітивно-культурному вимірі.; EN: The article is devoted to the study of the structure of the linguocultural concept “RAILWAY” and its idiomatic component in English discourse. The relevance of analyzing transport metaphors, which reflect culturally conditioned meanings and the specifics of linguistic representation, is substantiated. The three-component structure of the concept (core, periphery, internal form) is identified, and its modal organization and interrelations within the conceptual sphere are described. Special attention is given to the role of the train and rails as key images that have acquired symbolic meaning in phraseology, reflecting ideas of movement, stability, progress, change, and crisis situations. Idioms with railway semantics, which are actively used to describe life processes, social phenomena, and emotional experiences, are analyzed, confirming the universality of the concept “RAILWAY” as a source of metaphors in the linguistic worldview. The image of the train in phraseology embodies both positive and negative meanings: from a symbol of gradual development, speed, and goal achievement to markers of crisis, danger, or destruction. High-speed trains metaphorize modernity, technological progress, and globalization processes, while freight trains symbolize strength, endurance, and stability. The locomotive serves as a symbol of driving force and leadership; the carriage and compartment represent collective and individual journeys, and the passenger reflects dependence or participation in social interaction. Stations, tickets, departures, and arrivals reflect important stages of life, choices, and achievements. Infrastructure elements (switches, traffic lights, tunnels) form metaphors of control, decision-making, and change. The analysis demonstrates that the concept “RAILWAY” has significant metaphorical potential and is widely used to interpret human and societal experience within a cognitive-cultural framework.
