Abstract: UA: В умовах сучасних економічних та соціальних змін, зокрема зростання кількості людей з інвалідністю внаслідок війни в Україні, забезпечення інклюзії людей з обмеженими можливостями набуває критичного значення. Дослідження цієї тематики необхідне для розробки ефективних підходів, які допоможуть інтегрувати принципи інклюзивності у організаційну культуру підприємств та сформувати новий напрям соціальної відповідальності бізнесу. В статті розглянуто основні бізнеспереваги інклюзії в формуванні соціально відповідального бізнесу. Проаналізовано тенденції працевлаштування людей з інвалідністю, впо на вітчизняних підприємствах. Визначено, що небажання бізнесу працевлаштовувати людей з обмеженими можливостями пов’язано з необхідністю адаптації робочого середовища. Досліджено вітчизняні та зарубіжні правові основи адаптації робочих місць для осіб з інвалідністю. Запропоновано напрямки вдосконалення програм стимулювання роботодавців в Україні та визначено, що інклюзію людей з обмеженими можливостями доцільно здійснювати на основі активізації, використання ресурсу нашої культури, нашої моральності, ресурсу нашої підтримки один одного, так званого культурно-історичного капіталу.; EN: In the context of modern economic and social changes, in particular the increase in the number of people with disabilities as a result of the war in Ukraine, ensuring the inclusion of people with disabilities is becoming critically important. Research on this topic is necessary to develop effective approaches that will help integrate the principles of inclusion into the organizational culture of enterprises and form a new direction of social responsibility of business. The article examines the main business advantages of inclusion in the formation of a socially responsible business. The trends in the employment of people with disabilities, IDPs at domestic enterprises are analyzed. It is determined that the reluctance of businesses to employ people with disabilities is associated with the need to adapt the working environment. The domestic and foreign legal frameworks for the adaptation of workplaces for people with disabilities are studied. The experience of international companies in creating an inclusive workplace environment demonstrates that they combine social responsibility with pragmatic business goals: adaptation of the workspace, employment programs for vulnerable groups, digital tools and innovations, corporate culture, flexible work schedules, social initiatives and partnerships, and empowerment. Foreign programs to create adaptive workplaces for people with disabilities were implemented under conditions of a relatively stable political and socio-economic situation in the respective countries. Therefore, we believe that in addition to state and financial support for businesses to employ vulnerable groups and create adaptive workplaces, in our difficult situation we should focus on attracting the motivational resources of entrepreneurs, their morality, and responsibility to society and their compatriots. Directions for improving employer incentive programs in Ukraine are proposed and it is determined that the inclusion of people with disabilities should be carried out on the basis of activation, use of the resource of our culture, our morality, the resource of our support for each other, the so-called cultural and historical capital. Це забезпечить вихід на якісно новий рівень надання залізничних транспортних послуг в умовах повоєнного відновлення України.; EN: The article considers the issues of improving the innovation component of the railway industry development as a strategically important direction of ensuring its sustainable development, increasing competitiveness and adaptation to modern socio-economic challenges. Particular attention is paid to technical, organisational and managerial approaches, which are key to implementing effective innovative changes. The author highlights the need to modernise the technical infrastructure of railway transport through the introduction of digital technologies and intelligent train control systems that optimise operational processes, improve the accuracy of timetables and reduce maintenance costs. The article emphasises the importance of developing energy-saving technologies, using modern materials and automating infrastructure diagnostics, which contribute to improving energy efficiency and environmental safety in the industry. Organisational approaches, as shown in the study, are based on systemic reform of management processes, including the digitalisation of logistics systems, the creation of innovation clusters to unite research institutions and transport enterprises, and the development of a system of staff development. The proposed measures are aimed at accelerating the introduction of the latest technologies and increasing the adaptability of the railway system to a changing economic environment. Particular attention is paid to management approaches that involve the development of innovative strategies, the use of flexible project management models and the stimulation of innovative activity of employees. The importance of developing partnerships with scientific institutions and commercialisation of promising technological solutions to ensure sustainable development of the railway industry is emphasised. Thus, it is proved that an integrated approach to improving the innovative component of railway transport, which includes technical, organisational and managerial solutions, is an important factor in increasing its productivity, safety and environmental sustainability in the context of modern economic challenges. Abstract: EN: An analysis the trends in the functioning the railway transport Ukraine was conducted, which allowed us to identify significant problems that have a destructive impact on the situation in the industry and cause a number contradictions in the development enterprises in this sphere. It was stated that the effective solution to modern problems railway transport enterprises requires a comprehensive approach, which is implemented through the formation of an effective organizational and economic mechanism to ensure their development. It was established that the main elements of the organizational and economic mechanism for the development of railway transport enterprises should be such subsystems as social and economic responsibility, strategic and adaptive management, strategic partnership and anti-crisis management of resource potential. It was determined that the strategic management subsystem is focused on the formation a balanced economic portfolio of railway transport enterprises. Given that the further development of railway complex enterprises is associated with the attraction of additional resources and opportunities, the expediency of forming long-term economic relations of enterprises in this sphere with other business entities for the implementation processes expanded reproduction of the production potential the railway industry is argued. It was found that the key tools of the adaptive management subsystem should be the intellectualization both strategic assets and processes of production and economic activity management. It was determined that improving the quality parameters the functioning of railway transport enterprises requires balanced resource provision and coordination the goals and values enterprises and persons interested in their development, which are implemented through anti-crisis management resource potential and social and economic responsibility. The presented subsystems the mechanism as a whole are aimed at taking into account changes in the operating environment railway transport and allow achieving strategic competitive advantages.; UA: Проведено аналіз тенденцій функціонування залізничного транспорту України, що дозволило встановити суттєві проблеми, які мають деструктивний вплив на ситуацію в галузі та обумовлюють виникнення ряду протиріч у розвитку підприємств даної сфери. Констатовано, що ефективне вирішення сучасних проблем підприємств залізничного транспорту потребує комплексного підходу, який реалізується через формування дієвого організаційно-економічного механізму забезпечення їхнього розвитку. Встановлено, що головними елементами організаційно-економічного механізму розвитку підприємств залізничного транспорту мають стати такі підсистеми, як соціально-господарська відповідальність, стратегічне та адаптивне управління, стратегічне партнерство та антикризове управління ресурсним потенціалом. Визначено, що підсистема стратегічного управління орієнтована на формування збалансованого господарського портфеля підприємств залізничного транспорту. Зважаючи на те, що подальший розвиток підприємств залізничного комплексу пов’язаний з залученням додаткових ресурсів і можливостей, аргументовано доцільність формування довгострокових економічних відносин підприємств даної сфери з іншими суб’єктами господарювання для реалізації процесів розширеного відтворення виробничого потенціалу залізничної галузі. It was noted that the reduction of costs of railway transport enterprises is ensured mainly by saving energy resources. It was found that in other aspects of the environmental responsibility of railway enterprises, neither the implemented measures nor the pace and scale of implementation meet the requirements of the transport and logistics sector entities and global innovation trends in this area. Given the urgent need to implement progressive changes in the environmental policy of Ukrainian railway transport enterprises, the use of alternative power sources and generally increasing their level of independence in resource management, it is proposed to focus attention on the digital potential of implementing the listed measures. The potential of digitalization is investigated as a basis for the formation of an innovative environmental policy of railway transport enterprises, risks and threats are highlighted, and promising areas of application of digital solutions for achieving significant environmental effects are revealed. It is emphasized that the use of modern digital technologies allows to significantly reduce, and in some cases completely eliminate, emissions of harmful substances, as well as minimize the negative impact on the environment during emergencies. It is emphasized that innovative digital solutions form the basis for the development of symbiotic interaction models that ensure wastefree production and a significant increase in the energy efficiency of business processes. It is substantiated that digital technologies and innovative digital tools can provide the necessary conditions for the formation and spread of environmentally conscious behavior.; UA: Досліджено екологічну діяльність підприємств залізничного транспорту і виявлено, що рівень останньої є вкрай низьким і фактично забезпечується реалізацією традиційних заходів, зосереджених на підвищенні енергоефективності та мінімізації операційних витрат. Відзначено, що зниження витрат підприємств залізничного транспорту забезпечується в основному шляхом економії енергоресурсів. Виявлено, що в інших аспектах екологічної відповідальності підприємств залізничної галузі ані реалізовані заходи, ані темпи й масштаби впровадження не відповідають вимогам суб’єктів транспортно-логістичного сектору та світовим інноваційним тенденціям у цій сфері. Зважаючи на гостру потребу реалізації прогресивних змін в екологічній політиці українських підприємств залізничного транспорту, застосування альтернативних джерел живлення і загалом підвищенні рівня їх самостійності в управлінні ресурсами запропоновано зосередити увагу на цифровому потенціалі реалізації перелічених заходів. Досліджено потенціал цифровізації в аспекті як основи формування новаційної екологічної політики підприємств залізничного транспорту, виділено ризики та загрози і розкрито перспективні напрями застосування цифрових рішень для досягнення значних екологічних ефектів. Підкреслено, що застосування сучасних цифрових технологій дозволяє суттєво зменшити, а в деяких випадках і повністю усунути викиди шкідливих речовин, а також мінімізувати негативний вплив на довкілля під час надзвичайних ситуацій. Акцентовано увагу, що інноваційні цифрові рішення формують основу для розвитку симбіотичних моделей взаємодії, які забезпечують безвідходне виробництво та значне підвищення енергоефективності бізнес-процесів. Обґрунтовано, що цифрові технології та інноваційні цифрові інструменти можуть забезпечити необхідні умови для формування та поширення екологічно свідомої поведінки.
