Визначено причини цього в цілому загрозливого явища. Проаналізовано вплив зазначеного явища на економічний розвиток регіонів, громад та територій, встановлено можливі вкрай загрозливі наслідки цього явища. Зроблено висновок про необхідність вжиття негайних, комплексних і дієвих заходів задля припинення негативної тенденції та переходу до фази розвитку приміських пасажирських залізничних перевезень. Визначено комплексну проблему забезпечення рухомим складом для приміських перевезень на неелектрифікованих ділянках та запропоновано комплексний підхід щодо вирішення проблемних питань. Запропоновано орієнтовний план-графік з реалізації зазначеного комплексу заходів. Проведено прогнозування очікуваного ефекту від запровадження запропонованого комплексу заходів.; EN: The paper analyzes the general trends of the decline in the volume of transportation by rail transport in suburban traffic. The causes of this generally threatening phenomenon have been identified. The influence of the mentioned phenomenon on the economic development of regions, communities and territories was analyzed, possible extremely threatening consequences of this phenomenon were established. It was concluded that it is necessary to take immediate, complex and effective measures in order to stop the negative trend and move to the phase of development of suburban passenger rail transportation. The complex problem of providing rolling stock for suburban transportation in non-electrified areas is identified and a comprehensive approach to solving problematic issues with its provision is proposed. An approximate plan-schedule for the implementation of the specified set of measures is proposed. Forecasting of the expected effect from the introduction of the proposed set of measures has been carried out. In order to increase the efficiency of the industry, namely, to increase revenues, JSC «Ukrzaliznytsia» is introducing advanced technological and economic measures that allow to significantly increase the level of profitability of the cargo transportation process, to reach an unprecedented new level of economic activity, to ensure the construction of a transparent and efficient labor systems of state-owned enterprises. The need for changes in the system of ordering and planning freight transportation dictates the need for digital transformation of the main processes of interaction of railways with their customers. To date, only the improvement of the software of the automated system (AS) «Mesplan» does not meet modern requirements, and accordingly programs of the so-called digital transformation of the main business processes, which are primarily aimed at increasing the level of automated customer service, have been adopted. The transition to a new level of customer service for cargo transportation requires the use of non-traditional approaches for railways, the main goal of which is to provide a comprehensive transportation service with minimum requirements for the client. The implementation of the «Orders» system in the transportation of goods according to the «door-to-door» scheme requires the provision of a wide range of additional services that are required as part of a comprehensive transport and forwarding service. The basis of the new system is a decision-making system that will significantly reduce the total time for transportation, reduce not only the costs directly related to rail transportation, but also the costs of providing additional services. Модель може стати основою для вирішення додаткових задач у вигляді системи підтримки прийняття рішень (СППР) на автоматизованих робочих місцях (АРМ) оперативного персоналу та бути інтегрованою в структуру інформаційно-керуючих систем (ІКС) СС.; EN: Modern automated technologies for operational planning and management of marshalling yards should adequately reproduce the features and conditions of their functioning, in particular, the presence of dangerous and special cargo in the structure of car traffic volume, as well as potential risks caused by the martial law in the country. For the formation of such technologies, the use of approaches based on risk management is proposed. Taking into account this aspect, the study formed an optimization mathematical model according to the criterion of minimizing the total costs, taking into account the possible risks associated with the destruction of the marshalling yards infrastructure and irreversible costs. The constraint system represents the infrastructure and technology constraints for a given marshalling yard. The model can become the basis for solving additional tasks by means of a decision support system (DSS) at automated workstations (AWS) of operational personnel and be integrated into the structure of information management systems (ICS) of the marshalling yards. В роботі побудовано криві залежності поздовжнього та перехідного згасання для кабелів різних типів від частоти. Визначено оцінки характеристик випадкових процесів флуктуацій рівнів напруженості поля сигналів та перехідного згасання. Наведено інтегральні функції розподілу флуктуацій напруженості поля, що дозволяє визначити глибину флуктуацій та вести розрахунок каналів з випромінюючими кабелями з необхідною надійністю.; EN: Radiating cables are widely used for the organization of radio communication channels in underground structures. The radiating cable performs two functions at the same time: transmission of signals to a given reception location and the function of a receiving and transmitting antenna. There are two main types of radiating cables based on structural and technological characteristics. Radiating cables are built according to traditional technologies with periodic holes in the outer conductor. In triaxial cables, the outer shields consist of a semicircular aluminum strip separated by a layer of low-loss foamed polyethylene. The two main parameters of VC are longitudinal attenuation of the signal and radiation loss. In the work, estimates of the characteristics of random processes of fluctuations in signal field intensity levels and transient fading are determined.
