Формування системи ризик-менеджменту на залізничному транспорті України

Abstract

UA: Сьогочасна економічна, політична та соціальна напруженість у країні, відсутність дієвої стратегії та чітко визначених пріоритетів економічного розвитку держави, випереджаючий інтелектуально-інноваційний розвиток передових країн та посилення глобальних конкурентних тенденцій призвели до загострення існуючих проблем вітчизняних підприємств та підвищення рівня ризикованості середовища їх функціонування. Не оминули подібні тенденції й підприємства залізничного транспорту, які наразі, окрім поглиблення наболілих проблем, зіткнулися з низкою реформаційних ризиків унаслідок уповільнення та деформації процесів реформування у залізничній галузі. На основі аналізу ключових проблем розвитку підприємств залізничної галузі, здійснено ідентифікацію ризик-факторів розвитку залізничного транспорту, які систематизовано за декількома групами: законодавчі, організаційно-управлінські, фінансово-інвестиційні, корупційні, кадрові, репутаційні, техніко-технологічні, екологічні ризик-фактори, ризикфактори безпеки, відносин з клієнтами та партнерських відносин.

EN: Modern economic, political and social tensions in the country, the lack of an effective strategy and clearly defined priorities of economic development of the state, ahead of the intellectual and innovative development of advanced countries and the strengthening of global competitive trends have led to the aggravation of the existing problems of domestic enterprises and increase the level of risk of their environment. Not spared such trends and enterprises of railway transport, which are now, in addition to deepening the urgent problems faced with a number of reformation risks due to the slowdown and deformation of the reform of the railway industry. On the basis of the analysis the key problems of development of the enterprises of railway industry, identification of risk factors of development of railway transport which are systematized on several groups is carried out: legislative, organizational and administrative, financial and investment, corruption, personnel, reputational, technical and technological, environmental risk factors, risk factors of safety, relations with clients and partnership. Taking into account certain risks, the importance of using risk management as an important direction of corporate governance is established. It is determined that the practice of risk management in the railway industry is characterized by fragmentation and has no complex application.
