Високошвидкісний рух, як засіб забезпечення якісного перевізного процесу в сучасних умовах

Abstract

UA: Стаття присвячена дослідженню питань забезпечення якісного перевірного процесу шляхом запровадження високошвидкісного руху. На даний час вітчизняні транспортні підприємства працюють у несприятливих економічних умовах, які перешкоджають їхньому ефективному функціонуванню. Відзначено, що забезпечення швидкісного залізничного сполучення має певні технічні особливості, тому для його реалізації повинні бути дотримані відповідні умови, а саме мають бути встановлені об'єкти технічного регулювання, розроблені вимоги безпеки, визначені способи оцінки відповідності інфраструктури та рухомого складу тощо. Особливістю реалізації швидкісного руху на сучасних залізницях є можливість використання високошвидкісних послуг на наявній інфраструктурі та звичайних послуг на високошвидкісній інфраструктурі. Тож необхідно звернути увагу на вдосконалення колійного комплексу шляхом впровадження нових технологічних рішень, особливо при ремонті колій.

EN: The integration of the transport system of Ukraine into the European Union requires significant transformations in all types of transport, both qualitatively and technically. Along with the growth of the quality of transport services, expansion of the level of service, reliability and safety of transportation, there is a need for further development of existing transport systems by increasing the speed of transportation. Currently, domestic transport companies operate in unfavorable economic conditions, which prevent their effective functioning. In particular, the coronavirus pandemic and military aggression affected the work of railway transport enterprises and the transport system in general. Today's lessons force all transport market participants to adapt to the new complex conditions: cargo owners, passengers, freight forwarders, owners and operators of rolling stock, carriers, related modes of transport, as well as controlling state bodies. The provision of high-speed rail connections has certain technical features, therefore, for its implementation, the relevant conditions and requirements must be met, namely, technical regulatory objects must be established, safety requirements must be developed, methods of assessing the compliance of the infrastructure and rolling stock with the requirements, etc. In the conditions of market relations, ensuring a high-quality transport process depends on the close interaction of infrastructure owners, carriers, operators and service users. A feature of the implementation of high-speed traffic on modern railways is the possibility of using high-speed services on the existing infrastructure and ordinary services on the high-speed infrastructure.
