Шляхи розвитку логістики міжнародних пасажирських залізничних перевезень: інфраструктурний, операційний та інноваційний аспекти

Abstract

UA: У статті проаналізовано загальні тенденції зміни обсягів перевезень залізничним транспортом у міжнародному сполученні. Визначено причини зміни та перспективи щодо підвищення показників цього виду діяльності залізничного транспорту України. Проаналізовано вплив міжнародних пасажирських залізничних перевезень на соціальний розвиток країни та регіонів. Поточна ситуація створює ряд можливостей для розвитку міжнародних залізничних пасажирських перевезень. У статті проведено детальний аналіз зазначених можливостей і зроблено пропозиції щодо їхньої практичної реалізації. Зроблено висновок про необхідність вжиття негайних, комплексних і дієвих заходів задля переходу до фази розвитку міжнародних пасажирських залізничних перевезень. Визначено комплексну проблему забезпечення рухомим складом для міжнародних перевезень і запропоновано комплексний підхід щодо вирішення проблемних питань із його залученням. Запропоновано орієнтовний план-графік з реалізації зазначеного комплексу заходів. Проведено прогнозування очікуваного ефекту від запровадження запропонованого комплексу заходів.

EN: The article analyzes the general trends of changes in the volume of transportation by rail transport in international traffic. The reasons for the change and the prospects for increasing the indicators of this type of activity of railway transport of Ukraine are determined. The impact of international passenger rail transportation on the social development of the country and regions is analyzed. The current situation creates a number of opportunities for the development of international rail passenger transportation. The article provides a detailed analysis of the mentioned opportunities and makes suggestions for their practical implementation. It was concluded that it is necessary to take immediate, comprehensive and effective measures for the transition to the phase of development of international passenger rail transportation. The complex problem of providing rolling stock for international transportation is identified and a complex approach to solving problematic issues with its involvement is proposed. An approximate plan-schedule for the implementation of the specified set of measures is proposed. Forecasting of the expected effect from the introduction of the proposed set of measures has been carried out.
