Удосконалення планування як фактор ефективного розвитку регіону

Abstract

UA: Обґрунтовано, що особливості планування розвитку визначаються закономірностями підвищення конкурентоспроможності регіону, нарощування його ринкового потенціалу. Для вдосконалення планування ефективного розвитку регіону пропонується розраховувати інтегральний індекс його конкурентоспроможності. Розрахунок зведеного показника регіонального розвитку пропонується робити шляхом «зважування» окремих показників конкурентоспроможності за допомогою методів парних порівнянь і розстановки пріоритетів. Доведено, що в методології та інструментальному забезпеченні регіонального планування особлива увага повинна бути приділена формуванню ринкового потенціалу, що складається під впливом не тільки загальних глобальних і макроекономічних, але і специфічних ринкових факторів мезосередовища. Обґрунтовано, що для підвищення ефективності планування регіонального розвитку необхідна оптимізація структури управління і перехід до модифікованих проектно-матричних варіантах її побудови.

EN: It has been substantiated that the peculiarities of development planning are determined by the laws of the competitiveness of the region, increase of its market potential. It has been proposed to calculate the integral index of competitiveness of the region to improve the efficient planning of development of the region. The calculation of the composite indicator for regional development has been proposed to do by «weighing» individual competitiveness indicators by using the methods of paired comparisons and prioritization. It has been proved that special attention in methodology and instrumental support regional planning should be paid to the formation of market potential, which formed under the influence of not only general and global macroeconomic factors, but also the specific market factors of meso environment. It has been proved that, for more effective planning of regional development we need optimization of the management structure and the transition to a modified design matrix versions of its construction.
