Менеджмент залізничної галузі України в умовах реформування

Abstract

UA: У статті розглянуто сучасні методичні підходи до менеджменту залізничних перевезень в Україні в умовах реформування галузі з метою трансформації до європейських і світових стандартів. Особливу увагу приділено економічній ролі залізничного транспорту та соціально-політичним складникам його діяльності в умовах глобалізації та інтеграції України до міжнародних інститутів. Звернуто увагу на фактори впливу на структуру залізничного комплексу, наведені основні завдання управління залізничним транспортом та правові засади реалізації державного управління залізничним транспортом України. Методи управління транспортом в умовах його реформування обов’язково мають включати адміністративний та економічний компоненти. Розглянуто дослідження й узагальнення новітніх підходів до розроблення механізму менеджменту залізничної галузі в умовах реформування. Проведений аналіз сучасного стану залізничної галузі, висвітлено проблеми, які заважають її успішному функціонуванню та перспективам, що з’являться у підприємств залізничного транспорту після проведення структурної реформи.

EN: The article deals with modern methodical approaches to railway transportation management in Ukraine in the context of reforming the industry with a view to transforming to European and world standards. Particular attention is paid to the economic role of rail transport and its socio-political components, in the context of globalization and Ukraine's integration into international institutions. The attention is drawn to the factors influencing the structure of the railway complex, the main tasks of railway transport management and the legal principles of the implementation of state management by rail transport of Ukraine are given. Transport management methods in the conditions of its reform must necessarily include administrative and economic components. The research and generalization of the newest approaches to the development of the mechanism of management of the railway industry in the conditions of reform are considered. The analysis of the current state of the railway industry, coverage of problems that hinder its successful functioning and perspectives that will appear from enterprises of rail transport after carrying out structural reform are carried out. Rail transport is part of a single transport system of the country, promotes the normal functioning of all branches of social production, socio-economic development and strengthening of the state's defense capabilities, international cooperation of Ukraine.
