До питання впровадження високошвидкісного руху в Україні

Abstract

UA: У статті розглянуті основні положення теоретичних та організаційно-економічних аспектів впровадження інвестиційних проектів високошвидкісного руху на території України з урахуванням особливостей функціонування галузі в сучасних умовах. Визначено, що план проекту включає в себе такі складові частини: видаткову, прибуткову, схему фінансування (у разі використання для реалізації проекту механізму зовнішнього фінансування), податкове оточення і грошові потоки за проектом. Показано, що ефективність проекту визначається за рахунок приросту доходів у результаті реалізації проекту або скорочення експлуатаційних витрат. Визначено, що бюджетна ефективність формується тільки для проектів, фінансування яких здійснюється із залученням коштів державного і місцевих бюджетів, основою для розрахунку показників бюджетної ефективності є суми податкових надходжень до бюджету і виплат для бюджетів різних рівнів із додаванням прибуткового податку на заробітну плату. Зроблено висновок, що застосування адаптованих критеріїв для відбору варіантів для подальшого порівняння, а також використання комплексного показника «питомих витрат» дасть змогу більш достовірно вибирати ефективний варіант інвестиційного проекту впровадження високошвидкісного руху пасажирських поїздів.

EN: The article deals with the basic provisions of theoretical and organizational-economic aspects of implementation of high-speed traffic investment projects on the territory of Ukraine, taking into account the peculiarities of functioning of the industry in modern conditions. It is determined that the project plan includes the following components: expenditure, profit, financing scheme (if used to implement the project external financing mechanism), tax environment and cash flows of the project. It is shown that project effectiveness is determined by the increase in revenues because of project implementation or reduced operating costs. It is determined that budget efficiency is formed only for projects financed with the involvement of state and local budgets and the basis for calculating the budget efficiency indicators is the amount of tax revenues to the budget and payments for budgets of different levels with the addition of income tax on wages. It is concluded that the use of adapted criteria for selection of options for further comparison, as well as the use of a complex indicator of «specific costs» will allow you to more reliably choose an effective version of the investment project for the introduction of high-speed passenger train traffic. It is established that in accordance with the current classification of investment projects implemented by PJSC «Ukrzaliznytsya», the project of organizing high-speed traffic of passenger trains refers to projects aimed at the complex development of railway infrastructure of individual transport landfills.
