Smart-освіта та відкрита наука як основа цифровізації економіки України

Abstract

UA: Розглянуто особливості Smart-суспільства, як нового етапу розвитку соціальноекономічної культурної інтелектуальної цивілізації, що заснована на цифрових технологіях. Визначено сутність Smart-освіти та наведено складові її місії. Досліджено особливості Відкритої науки, як сучасного інноваційного підходу до розвитку світової освіти та науки. Досліджено вплив Smart-освіти та Відкритої науки на розвиток сучасних цифрових технологій.

EN: The article considers the features of Smart society as a new stage of development of socio-economic cultural intellectual civilisation based on digital technologies. A strong democratic civilian Smart society involves active participation of its members in activities that simultaneously promote both their own interests and the interests of society as a whole; it is one of the ideal human-centred concepts of an anti-corruption society, a new stage in the development of socio-economic cultural intellectual civilisation. Smart society transforms business, making management more intelligent (flexible, resourceful) and people more intelligent, whose activities are aimed at using knowledge and innovation. A prerequisite for the formation of a Smart society is Smart education, which is based on the formation of smart competence of subjects as an integral part of their information competence: knowledge of the Smart environment and the procedure for forming interaction with it; the ability to search for and use Smart resources and smart technologies. The essence of Smart education is defined as learning in an interactive educational space with the help of world content that is freely available. The components of its mission are presented. The features of Open Science as a modern innovative approach to the development of world education and science through the dissemination of knowledge using advanced digital technologies and scientific achievements of mankind are investigated; it is an open platform for the exchange of knowledge, experience and ideas for the formation of conscious citizens. Open science provides conditions for data sharing through network communications and content technologies. This exchange between researchers on a global scale ensures transparency in terms of knowledge quality assurance, from online peer review to the availability of data and research for citation, discovery, download and pragmatic use. It is determined that the development of Open Science and Smart Education is a prerequisite for the digital transformation of the country's economy, the spread of hyper-automation systems and the introduction of artificial intelligence in enterprises.
