Організаційна відособленість науки публічного управління

Abstract

UA: У статті визначено організаційну відособленість науки публічного управління та окреслено систему дій для впровадження у прикладних дослідженнях. Встановлено, що організаційна відособленість науки публічного управління виявляється у власній системі категорій, концепцій, теоретичних конструкцій, що конкретизують загальні поняття стосовно даної сфери. Доведено, що публічне управління може успішно реалізовуватися, тільки за умов системності. Це пов’язано з тим, що воно здійснюється безліччю осіб, установ і організацій.

EN: Conceptual positions are drawn from the theory of public administration from other sciences or formulated through deep theoretical analysis. Amidst the diverse interdisciplinary connections, the study of public administration is most closely aligned with law, management theory, political science, and economics. This is natural as these fields primarily examine the activities of the state, making this combination highly relevant in contemporary complex conditions. Key conceptual and methodological approaches to public administration are borrowed from general management theory. However, questions related to public administration in modern conditions remain insufficiently explored. A significant portion of theoretical ideas and methods enters public administration through political science, given that the activities of the state are one of its main study subjects. Economic sciences also exert a serious conceptual and methodological influence on public administration. The science of public administration has undergone stages of convergence with scientific concepts, theories, research directions, gradually forming a unified whole. Currently, public administration is regarded as an independent scientific discipline within an interdisciplinary approach, allowing for the synthesis of specialized knowledge obtained from various scientific fields and highlighting the main distinction brought into this sphere by governmental institutions – the power of compulsion based on laws, which means the state's ability to do what private institutions cannot.
