Організація опіки над дітьми-біженцями: документальні джерела з фондів Російського державного військово-історичного архіву

Abstract

UA: Актуальність представленої теми спричинена відсутністю досліджень з історії опіки за дітьми, які стали жертвами Першої світової війни. Стаття присвячена вивченню та аналізу документів з Російського військово-історичного архіву, які запроваджуються в науковий обіг вперше. Проаналізовано діяльність дитячих відділів у повітових та міських спілках допомоги хворим і пораненим воїнам; діяльність Південно-Західного фронту і цивільних організацій щодо допомоги дітям-біженцям. Вивчення циркулярів та інструкцій з реєстрації дітей, листування дитячих відділів з місцевими комітетами, резолюції Наради з питань опіки над дітьми, листування дітей з ріднею дали можливість відтворити як позитивні, так і негативні моменти створеної під час війни державної системи опіки над дітьми.

EN: The timeliness of the represented topic is occasioned by the lack of research on history of care for children who were victims of the World War I. This article is aimed at learning and analyzing documents from the Russian military historical archive, which are introduced to the scientific turnover for the first time. There has been analyzed activity of the children subdivision of the county and city unions of aid for sick and injured soldiers; the activity of the South-West front and civil organizations in the field of aid for children refugees. Study of the circulars and instructions on the children registration, correspondence of the children subdivision with local committees, council resolutions about care for children, children letters to their relatives gave a possibility to recreate positive and negative moments of the system for state children refugees' care which was created during the war.
