Методологічні засади інерційності розвитку системи вищої освіти

Abstract

UA: Дисертацію присвячено обґрунтуванню і розробленню методологічних засад методичних підходів, науково-практичних рекомендацій щодо інерційності розвитку системи вищої освіти. Встановлено властивості розвитку системи вищої освіти в еволюції соціальноекономічних відносин. Виявлено взаємозв’язок факторів і параметрів, що зумовлюють необхідність реформування та розвитку системи вищої освіти. Сформовано теоретико-методологічний підхід щодо розвитку системи вищої освіти з урахуванням інерційності. Поглиблено визначення поняття «економічна маса» стосовно системи вищої освіти. Детерміновано протиріччя розвитку системи вищої освіти і наслідки їх впливу. Визначено часові параметри системи вищої освіти, що характеризують інерційність її розвитку. Розроблено методичний підхід до обчислення економічної маси системи вищої освіти. Запропоновано методичний підхід до визначення показників впливу факторів на розвиток системи вищої освіти. Доведено, що економічна маса є базовою характеристикою інерційності розвитку системи вищої освіти. Обґрунтовано новий напрям наукового дослідження системи вищої освіти на основі визначення інерційності її розвитку. Запропоновано методичний підхід до оцінки наслідків інерційності розвитку системи вищої освіти. Визначено зміну пріоритету напрямів реформування системи вищої освіти. Сформовано концептуальну модель розвитку системи вищої освіти, яка сприяє задоволенню потреб ринку праці.

EN: The thesis is devoted to substantiation and development of methodological foundations and methodological approaches, scientific and practical recommendations on the inertia of the development of the higher education system. The peculiarities of the higher education system in the evolution of socio-economic relations have been studied. The interrelation of the factors and parameters that determinates the functioning of the system of higher education has been defined. The theoretical and methodological approach to the development of higher education taking into account inertia has been formed. The content and the definition of «economic mass system of higher education» have been developed. Contradictions as a source of factors and consequences of their influence on the development of the higher education system have been determined. Time parameters of the system of higher education, characterizing its inertia, have been defined. Methodological approach to the definition of the economic mass of the system of higher education has been proposed. The methodical approach to measuring the impact factors on the development of the higher education system has been formed. It is proved that economic mass is the basic characteristic of the inertia of the development of the higher education system. The new direction of scientific research of higher education system based on the definition of the inertia of its development has been grounded. The methodical approach to assessing the effects of inertia of development of the higher education system has been proposed. The changes of the priority directions of reforming the system of higher education have been determined. The conceptual model of development of the higher education system, which takes into account the needs of the labor market, has been formed. Research and practical suggestions on tactics reduce of the inertia of the development of the higher education system taking into account demographic and socio-economic factors have been developed.
