Науково-аналітичний підхід до класифікації вантажних залізничних станцій

Abstract

UA: Вантажні станції займають значне місце в роботі залізничного транспорту. Від ефективності їх діяльності залежать експлуатаційні витрати та собівартість вантажних перевезень. В свою чергу, ефективність роботи вантажних станцій залежить від обсягів вантажних перевезень. Скорочення обсягів вантажних перевезень обумовлює зменшення ефективності та сприяє збільшенню кількості збиткових вантажних станцій внаслідок трансформації їх до групи малодіяльних. В цих умовах АТ «Укрзалізниця» на протязі багатьох років розглядає можливі шляхи рішення цієї проблеми. Порядок проведення рейтинг-аналізу вантажних станцій розробленого та впровадженого АТ «Укрзалізниця» не дав очікуваного результату. Тому проблема збитковості малодіяльних станцій залишається і на теперішній час невирішеною. В статті запропоновано науково-аналітичний підхід щодо класифікації вантажних станцій регіональної філії АТ «Укрзалізниця» за обсягами експлуатаційної роботи на основі методу АВС-аналізу із використанням принципу Парето, що в подальшому може стати основою для встановлення їх АВС-рейтингу вантажних станцій.

EN: Freight stations occupy a significant place in the operation of railway transport. Operating costs and the cost of freight transportation depend on the effectiveness of their activities. In turn, the efficiency of freight stations depends on the volume of freight traffic. An analysis of the volume of operational work at freight stations of Ukrzaliznytsia JSC for the period from 2006 to 2021 indicates a significant reduction. This is due, first of all, to a significant decrease in industrial and agricultural production. As a result, operational cargo turnover is reduced. Thus, net operational cargo turnover for the period from 2006 to 2021 decreased by 33.2%. There is no doubt that at present the volumes of operating activities of railway transport for freight transportation continue to decline. The volume of operational work at freight stations is also significantly reduced. This negative situation leads to a further aggravation of problems that are associated with the efficiency of functioning of railway sections with low traffic volumes and the unprofitability of freight stations. In 2018 the Joint Stock Company "Ukrzaliznytsia" developed and approved the Procedure for conducting a rating analysis of the activities of freight stations. The purpose of the document is to determine the operating efficiency of freight stations. In the same year, a rating analysis of the operation of freight stations was carried out. Based on its results, a list of inactive freight stations was formed by the number of 301 freight stations. The specified list includes stations whose volume of loading and unloading did not exceed the threshold of the small activity criterion. The criterion value was 2.34 cars per day or 854.1 cars per year. The procedure for conducting a rating analysis of freight stations developed and implemented by Ukrzaliznytsia JSC did not give the expected result. Therefore, the problem of unprofitability of freight stations with small volumes of work remains unresolved at present. Thus, in the context of the current reduction in the volume of freight traffic, the problem of the functioning of freight stations with small volumes of operational work and the reimbursement of current costs for their maintenance becomes even more acute. The article proposes a scientific and analytical approach to compiling an ABC classification of freight stations of the Regional Branch of JSC "Ukrzaliznytsia" according to the volume of operational work based on the ABC analysis method using the Pareto principle, which in the future can become the basis for establishing their ABC- rating of freight stations.
