Удосконалення ризик-орієнтованого підходу до оцінювання умов праці на основі впровадження інтегрального показника

Abstract

UA: На основі проведеного аналізу сучасних підходів до оцінки професійного і виробничого ризику в Україні обґрунтовано необхідність удосконалення нормативно-правової бази охорони праці у державі для приведення національного законодавства у відповідність із законодавством ЄС. Встановлено, що тільки застосування критеріїв для оцінки ризиків при оцінюванні умов праці дозволять уникнути суб’єктивізму, який міститься у нормативних документах України, дозволить усунути невідповідность підходу вимогам ISO 45001. Обґрунтовано необхідність зміни існуючих нормативних вимог до визначення умов праці за показниками шкідливості, важкості і напруженості праці в Україні на основі критеріїв для оцінювання ризиків. Обґрунтовано застосування підходу до розрахунку оцінки параметрів робочої зони на основі розрахунку потенційного ризику на базі даних, отриманих при дослідженні факторів виробничого середовища і трудового процесу, для вдосконалення системи атестації робочих місць. Запропоновано впровадження інтегрального показника шкоди, який дозволить врахувати взаємний вплив, проводити оцінку значень потенційного виробничого ризику при будь-якій кількості шкідливих і небезпечних факторів на робочих місцях. Теоретично доведено, що вплив на здоров’я робітника професійних та різнорідних виробничих факторів із урахуванням часу дії та впливу їхньої сумісної дії у кількісній формі може бути достатньо об’єктивно оцінений на основі закону Вебера-Фехнера через розрахунок інтегрального показника – потенційного ризику.

EN: On the basis of the analysis of modern approaches to the assessment of occupational and industrial risk in Ukraine, the need to improve the regulatory framework of labor protection in the state to bring national legislation into conformity with EU legislation has been substantiated. It has been established that only the application of risk evaluation criteria in evaluation of working conditions will allow to avoid subjectivism, contained in the normative documents of Ukraine, to eliminate the inconsistency of approach to the requirements of ISO 45001. The need to change the existing regulatory requirements for determining working conditions based on indicators of harmfulness, difficulty and intensity of work in Ukraine based on criteria for risk assessment is substantiated. The application of the approach to the calculation of the assessment of the parameters of a working zone on the basis of potential risk calculation on the basis of the data obtained in the study of factors of the industrial environment and the labour process to improve the system of certification of workplaces is substantiated. The paper proposes the introduction of an integral index of harm, which will allow to take into account the mutual influence, to estimate the values of potential industrial risk at any number of harmful and hazardous factors in the workplace. It was theoretically proved that the influence of professional and heterogeneous industrial factors on the health of a worker taking into account the time of action and the impact of their combined action in quantitative form can be quite objectively estimated on the basis of the Weber-Fechner law by calculating the integral index – the potential risk. A mathematical model of the workplace safety assessment in the form of a potential or critical hazard field, in accordance with the values of which should be determined measures or urgent actions to improve the situation exists for the safety of the workplace under external control, has been developed. The operational risk management model has been improved, which will make it possible to forecast the number of workplace safety violations for the required period, and at variation of labor productivity indicators, investment volumes and operating costs to carry out risk management at external control. The use of the proposed criterion for determining the integral risk has been substantiated, it allows to assess working conditions at workplaces and more objectively determine the class of working conditions. It has been experimentally proved that the impact of occupational and heterogeneous industrial factors on a worker’s health in quantitative form can be objectively assessed on the basis of Weber-Fechner law through calculation of an integral index – the potential risk.
