Розвиток підприємств залізничного транспорту в умовах глобальних трансформацій: методичні аспекти

Abstract

UA: У статті з’ясовано, що під впливом посилення геополітичної напруженості в результаті ескалації воєнних конфліктів, агресивного підвищення процентних ставок центральними банками, посилення нестабільності на енергетичних ринках та порушення ланцюгів поставок відбулося прискорення інфляції і зниження економічної активності підприємств та країн. Відзначено, що ускладнення геополітичної та економічної ситуації і продовження бойових дій суттєво дестабілізує українські підприємства залізничного транспорту, які потребують колосальних ресурсів для підтримки нормального протікання операційних процесів і вкрай залежні від державної допомоги та залучення нових джерел фінансування. Зважаючи на вагому роль інфраструктурних проєктів у підтримці стабільності економіки, досліджено досвід країн щодо реалізації проєктних ініціатив у сфері розвитку залізничного транспорту. Виявлено, що нині відбувається ініціація та активна реалізація низки важливих проєктів у сфері залізничного транспорту, пов’язаних із модернізацією та реконструкцією залізничної інфраструктури, впровадженням і розширенням мережі високошвидкісного сполучення, застосуванням цифрових рішень, розробленням та використанням екологічно чистого рухомого складу, реалізацією принципів безшовної та безвуглецевої мобільності. Розкрито методичні аспекти щодо оцінювання ефективності системи управління розвитком підприємств залізничного транспорту.

EN: The article finds that under the influence of increased geopolitical tension as a result of the escalation of military conflicts, aggressive increase in interest rates by central banks, increased instability in energy markets and disruption of supply chains, inflation accelerated and economic activity of enterprises and countries was restrained. It is noted that the complication of the geopolitical and economic situation and the continuation of hostilities significantly destabilizes Ukrainian railway transport enterprises, which require enormous resources to support the normal course of operational processes and are extremely dependent on state aid and attracting new sources of financing. Given the significant role of infrastructure projects in maintaining economic stability, the experience of countries in implementing project initiatives in the field of railway transport development was studied. It was found that a number of important projects in the field of railway transport are currently being initiated and actively implemented, related to the modernization and reconstruction of railway infrastructure, the introduction and expansion of the high-speed network, the use of digital solutions, the development and use of environmentally friendly rolling stock, the implementation of the principles of seamless and carbon-free mobility. In particular, the use of digital solutions is becoming increasingly widespread in the transport and logistics sector, including geolocation technologies that allow tracking the location of vehicles, RFID tags for identifying and controlling cargo at each stage of the supply chain, smart contracts to facilitate cooperation processes between transport and logistics entities, coordination of interests, IoT technologies that, based on data received from sensors, allow for timely reloading of containers and choosing optimal transportation routes, fully automated warehouse systems, etc. These and other technical and technological solutions contribute to the reduction of transactional, labor, and financial losses associated with the search and selection of necessary data for the formation of optimal logistics routes, effectively modeling communications between various entities of the supply chain. Methodological aspects of assessing the effectiveness of the development management system of railway transport enterprises according to the criteria of efficiency, continuity, sustainability, throughput, mobility, accuracy, and flexibility are disclosed.
