Теоретичні передумови економічного забезпечення охорони праці на транспортних підприємствах

Abstract

UA: Актуальність статті обумовлена економічною ситуацією, яка склалася в галузі забезпечення безпечних умов і охорони праці на транспортних підприємствах країни. Негативна нинішня тенденція слабкого забезпечення працеохоронних заходів продовжує своє існування, підживлюючись змінами в економічному розвитку країни: неприйняття працеохоронних витрат роботодавцями як необхідних і невідкладних, наявність опортуністичної поведінки щодо убезпечення праці. Пропоновані у статті теоретикометодичні положення економічного забезпечення охорони праці дають змогу певною мірою змінити цю ситуацію, зокрема вони сприятимуть підвищенню економічної зацікавленості роботодавців у забезпеченні працеохоронних заходів, а також допоможуть вийти на шлях інвестицій у людські ресурси. У статті запропонована графічна розробка моделі економічного забезпечення охорони праці для впровадження у транспортне підприємство.

EN: The relevance of the article is due to the developing economic situation in the field of ensuring safe conditions and labor protection at transport enterprises of the country. The negative trend of insufficient provision of occupational health and safety measures is omnipresent. It is fueled by the changes in the country economic development. Employers do not accept occupational health and safety costs as necessary and urgent. Opportunistic behavior in occupational health and safety also takes place. In this regard, the theoretical and methodological foundations of economic provision of occupational health and safety can somehow change this situation. Particularly, they can increase the employers’ economic interest in ensuring occupational health and safety measures, as well as help them start to invest in human resources. Thus, the article proposes a modern model of economic provision of occupational health and safety. This scientific study examines the theoretical prerequisites for the economic support of occupational safety, which are designed to stimulate employers to invest in occupational safety measures. This will allow them to improve their economic and legal literacy by introducing the «Economic Support» component into the program of education, training and retraining in occupational safety. The article presents the formed system of occupational safety in the form of three functional components that reflect the features of its economic support and management. The structure of economic support of occupational safety has been developed, which is presented in the form of a graphic model. It is proved that the current stage of the country's development requires the latest and more flexible economic methods of managing occupational safety at the enterprise. An analysis of the legislation on occupational safety and health was conducted, and it was found that the financing of occupational safety measures by employers does not meet regulatory requirements.
