Удосконалення процесу бюджетування на залізничному транспорті

Abstract

UA: Актуальність теми. Актуальність обраної теми пов'язана, насамперед, з тим, що в умовах воєнного стану значення залізничного транспорту ще більше зросло – як для оборонного сектору, так і для гуманітарної сфери. Нинішній підхід до процесу бюджетування на підприємствах залізничного транспорту України має значну кількість проблем: низька адаптивність до змін, слабка інтеграція цифрових інструментів, недостатній рівень прозорості, відсутність механізмів управління ризиками. Метою є дослідження теоретичних і методичних засад бюджетування, аналіз практики його застосування на підприємствах залізничного транспорту, а також розробка рекомендацій щодо удосконалення бюджетного процесу на прикладі ВП «Житомирська дистанція колії». Предметом дослідження є процес бюджетування на підприємствах залізничного транспорту, зокрема ВП «Житомирська дистанція колії». Об’єктом дослідження є фінансово-економічна діяльність підприємств залізничного транспорту в частині формування та використання бюджетів. Методи дослідження: теоретичне узагальнення, економіко-статистичний, порівняльний, графічний, моделювання та експертних оцінок. Інформаційною основою дослідження є нормативно-правові акти, статистичні дані, аналітичні матеріали, галузеві дослідження, презентаційні матеріали, внутрішні положення про бюджетування, офіційні документи та фінансова звітність ВП «Житомирська дистанція колії».

EN: Relevance of the topic. The relevance of the chosen topic is primarily due to the fact that, in conditions of martial law, the importance of rail transport has increased even more – both for the defense sector and for the humanitarian sphere. The current approach to the budgeting process at Ukrainian railway transport enterprises has a number of problems: low adaptability to change, poor integration of digital tools, insufficient transparency, and a lack of risk management mechanisms. The purpose of the study is to study the theoretical and methodological foundations of budgeting, analyze its application in railway transport enterprises, and develop recommendations for improving the budgeting process using the example of the Zhytomyr Railway Track Division. The subject of the study is the budgeting process in railway transport enterprises, in particular the Zhytomyr Railway Division. The object of the study is the financial and economic activities of railway transport enterprises in terms of budget formation and use. Research methods: theoretical generalization, economic and statistical, comparative, graphical, modeling, and expert assessments. The methodological basis of the study are regulatory and legal acts, statistical data, analytical materials, industry studies, presentation materials, internal budgeting regulations, official documents, and financial statements of the Zhytomyr Railway Track Division.
