Розвиток системи контролю та аудиту на залізничному транспорті з метою управління ризиками в умовах воєнного стану та післявоєнного відновлення

Abstract

UA: У статті досліджено теоретичні положення та практичні напрями щодо вдосконалення системи контролю й аудиту діяльності залізничного транспорту в умовах воєнного стану та післявоєнного відновлення. Обґрунтовано необхідність застосування ризик-орієнтованого підходу. Визначено, що концентрація контрольних заходів у зонах підвищеної ризиковості забезпечує більш раціональне використання ресурсів і підвищує результативність аудиторських процедур. Акцентовано на доцільності інтеграції цифрових технологій у процеси контролю та аудиту. У післявоєнний період система контролю та аудиту повинна бути спрямована не лише на перевірку фінансових операцій, а й на аналітичну підтримку управлінських рішень щодо відбудови, модернізації та ефективного використання ресурсів. Обґрунтовано, що розвиток адаптивної та ризик-орієнтованої системи контролю й аудиту є необхідною умовою забезпечення належного управління ресурсами підприємств залізничного транспорту в умовах воєнних викликів і післявоєнного відновлення.

EN: Railway transport ensures the functioning of the national transport system and plays a significant role in maintaining the economic stability of the state. Its structural units provide freight and passenger transportation, form the basis of domestic and international logistics networks, and participate in the implementation of state programs for the development of transport infrastructure. The effectiveness of their operations largely depends on the quality of management, an integral component of which is the system of control and audit, aimed at ensuring financial discipline, reliability of accounting information, and sound managerial decision-making. Under martial law, railway transport operates in an environment of heightened uncertainty, with increased operational, financial, and strategic risks. Infrastructure damage, limited resources, changes in transportation routes, and rising costs necessitate a revision of approaches to organizing control and audit. Traditional procedures, designed for relatively stable business conditions, do not fully meet the requirements of prompt risk management under crisis conditions. This article examines the theoretical foundations and practical directions for improving the system of control and audit in railway transport under martial law and during post-war recovery. The necessity of applying a riskoriented approach is substantiated, and it is demonstrated that concentrating control measures in high-risk areas ensures more efficient use of resources and enhances the effectiveness of audit procedures. The expediency of integrating digital technologies into control and audit processes is emphasized. In the post-war period, the control and audit system should focus not only on verifying financial operations but also on providing analytical support for managerial decisions regarding reconstruction, modernization, and efficient resource utilization. It is substantiated that the development of an adaptive and riskoriented control and audit system is a necessary condition for ensuring proper management of the resources of railway transport enterprises in the conditions of military challenges and post-war recovery.
