Роль державного управління у формуванні конкурентоспроможності України

Abstract

UA: У статті здійснено комплексний аналіз ролі державного управління як визначального чинника у забезпеченні національної конкурентоспроможності України в умовах сучасних глобальних трансформацій. Досліджено еволюцію наукових підходів щодо поняття конкурентоспроможності. Обґрунтовано, що в сучасних умовах конкурентоспроможність країни дедалі більше залежить від рівня розвитку інституційного середовища, здатності держави створювати сприятливий інвестиційний клімат та ефективно впроваджувати цифрові інновації. Проаналізовано інструменти публічного управління, які сприяють зміцненню економічної стійкості. Зокрема, увагу зосереджено на впровадженні прозорих цифрових сервісів, таких як екосистема «Дія», механізмах страхування воєнних ризиків та розвитку спеціальних податкових режимів. Водночас визначено ключові виклики, серед яких системний дефіцит людського капіталу, спричинений міграційними процесами, та недосконалість функціонування судової системи. Сформульовано стратегічні рекомендації щодо вдосконалення державної політики, спрямовані на захист прав власності, стимулювання високотехнологічних галузей (зокрема, сектора Defense Tech), та перехід до людиноцентричної моделі врядування. Доведено, що гармонізація національного законодавства з нормами ЄС та консолідація зусиль держави, бізнесу та громадянського суспільства є критично важливими для успішної повоєнної реконструкції. Це створить передумови для того, щоб Україна змогла стати впливовим інноваційним центром у Східній Європі.

EN: The article provides a comprehensive analysis of the role of public administration as a decisive factor in ensuring the national competitiveness of Ukraine in the context of modern global transformations. The evolution of scientific approaches to the concept of competitiveness is studied - from the classical studies of Michael Porter and Paul Krugman to modern ideas of the concept of the "entrepreneurial state" proposed by Mariana Mazzucato. It is substantiated that in modern conditions, the competitiveness of a country increasingly depends not on the availability of natural resources, but on the level of development of the institutional environment, the ability of the state to create a favorable investment climate and effectively implement digital innovations. Public administration tools that contribute to strengthening economic sustainability are analyzed. In particular, attention is focused on the implementation of transparent digital services, such as the "Diya" ecosystem, mechanisms for insurance of military risks and the development of special tax regimes. At the same time, key challenges have been identified, including a systemic deficit of human capital caused by migration processes and the imperfect functioning of the judicial system. Strategic recommendations have been formulated to improve state policy aimed at protecting property rights, stimulating high-tech industries (in particular, the Defense Tech sector), and transitioning to a people-centric model of governance. It has been proven that harmonization of national legislation with European Union norms and consolidation of efforts of the state, business and civil society are critically important for successful post-war reconstruction. This will create the prerequisites for Ukraine to become an influential innovation center in Eastern Europe.
