Оптимізація порушеного землекористування на основі комплексної оцінки заподіяних збитків

Abstract

UA: Об’єкт дослідження — процес формування та оптимізації структури порушеного землекористування в Україні під впливом сучасних деградаційних

чинників і воєнно-техногенних факторів. Предмет дослідження — теоретико- методичні підходи, моделі, інструменти ГІС-моніторингу та землевпорядні заходи

щодо оцінювання збитків і оптимізації використання порушених земель.Мета дослідження полягає в обґрунтуванні науково-методичних засад та землевпорядних заходів з оптимізації структури порушеного землекористування в Україні на основі комплексної еколого-економічної оцінки заподіяних збитків із застосуванням сучасних геоінформаційних технологій. У кваліфікаційній роботі досліджено теоретичні підходи до визначення сутності «порушеного землекористування» та класифіковано сучасні чинники деградації земельних ресурсів. Проаналізовано нормативно-правове та методичне забезпечення процесу оцінювання шкоди та збитків, які завдані земельному фонду України. Здійснено комплексний аналіз сучасного стану та структури земельних ресурсів об'єкта дослідження. Проведено комплексну еколого-економічну оцінку прямих і опосередкованих збитків, завданих земельним ресурсам на досліджуваній території. Обґрунтовано землевпорядні заходи щодо оптимізації структури землекористування.

EN: The object of the study is the process of forming and optimizing the structure of disturbed land use in Ukraine under the influence of modern degradation factors and military-technogenic factors. The subject of the study is theoretical and methodological approaches, models, GIS monitoring tools and land management measures for assessing damage and optimizing the use of disturbed lands. The purpose of the study is to substantiate the scientific and methodological principles and land management measures to optimize the structure of disturbed land use in Ukraine based on a comprehensive ecological and economic assessment of the damage caused using modern geoinformation technologies. The qualification work explores theoretical approaches to determining the essence of "disturbed land use" and classifies modern factors of land resource degradation. The regulatory, legal and methodological support for the process of assessing damage and losses caused to the land fund of Ukraine is analyzed. A comprehensive analysis of the current state and structure of land resources of the object of the study is carried out. A comprehensive ecological and economic assessment of direct and indirect damage caused to land resources in the studied area was conducted. Land management measures to optimize the land use structure were substantiated.
