Організаційно-ресурсне забезпечення машинобудівного комплексу національного господарства

Abstract

Вивчення тенденцій функціонування світового ринку машинобудування дозволило встановити основні закономірності його розвитку, що виражаються в зростанні рівня інформатизації, роботизації, інноваційності, інтелектуалізації, екологізації, індивідуалізації машинобудівних виробництв та поширенні процесів їх виробничо-технологічної інтеграції і кооперації. Визначено, що сучасне економічне становище України характеризується посиленням макроекономічної нестабільності та поглибленням технологічної відсталості економіки, що в значній мірі є наслідком погіршення фінансовоекономічної ситуації в машинобудівному комплексі. Обгрунтовано необхідність розвитку високотехнологічного машинобудування для реалізації інноваційних трансформацій в економіці України. Розкрито роль формування сектору високотехнологічного машинобудування в прискоренні процесів інноваційної модернізації економіки України, що матиме галузевий, міжгалузевий та загальнодержавний рівні прояву. На основі аналізу тенденцій розвитку вітчизняного комплексу машинобудування і основних показників його діяльності систематизовано причини екзо- й ендогенного характеру низької ефективності його функціонування та розвитку. Доведено, що для подолання негативних тенденцій функціонування та забезпечення подальшого економічного зростання комплексу машинобудування необхідною є якісна зміна можливостей і компетенцій машинобудівних підприємств в системі організаційно-ресурсного забезпечення галузі. Досліджено сутність категорії «організаційно-ресурсне забезпечення підприємств» та визначено, що в його основі знаходять ресурси та організаційні здатності машинобудівних підприємств забезпечувати виробництво інноваційної продукції, які й виражаються через зміст поняття «потенціал організаційноресурсного забезпечення». Грунтуючись на наукових поглядах щодо трактування змісту поняття «потенціал» та підходів до його структуризації, розкрито авторське бачення категорії «потенціал організаційно-ресурсного забезпечення машинобудівного комплексу» з точки зору організаційно-ресурсних здатностей та компетенцій підприємств машинобудування забезпечувати виробництво високотехнологічної інноваційної продукції, що дозволить реалізувати проекти модернізації економіки України і підвищити їх конкурентоспроможність на світовому ринку. Визначено складові потенціалу організаційно-ресурсного забезпечення комплексу машинобудування (організаційно-управлінська, інноваційна, технікотехнологічна, фінансово-інвестиційна, кадрова, інформаційна та матеріальнологістична складова) та розкрито загальні й специфічні принципи його формування та розвитку. Доведено, що для завоювання стабільних конкурентних позицій на світовому ринку машинобудування та реалізації проектів модернізації української економіки необхідним є наявність потенціалу організаційноресурсного забезпечення машинобудівних підприємств на такому рівні, що відповідає вимогам високотехнологічного середовища. Розроблено методичний підхід до оцінки рівня потенціалу організаційно-ресурсного забезпечення підприємств комплексу машинобудування, який полягає у розрахунку комплексного інтегрального показника, що враховує параметри існуючого стану складових потенціалу організаційно-ресурсного забезпечення машинобудування. Проведено оцінювання наявного рівня розвитку потенціалу організаційноресурсного забезпечення таких машинобудівних підприємств, як ПАТ «Харківський машинобудівний завод «Світло Шахтаря», ДП «Харківський машинобудівний завод «ФЕД»» та ПАТ «Харківський підшипниковий завод», що дозволило вказати на погіршення рівня його розвитку за рахунок зниження рівня інноваційної, техніко-технологічної та фінансово-інвестиційної складових. Систематизовано детермінанти розвитку потенціалу організаційноресурсного забезпечення машинобудівного комплексу шляхом виділення чинників за рівнем впливу на складові потенціалу організаційно-ресурсного забезпечення. На глобальному рівні виділено техніко-технологічні, політико-економічні, соціокультурні чинники; на національному – політико-правові, соціальноекономічні, інноваційні, природно-кліматичні чинники. До чинників галузевого рівня віднесено галузеву інноваційну політику та пріоритети економічного розвитку, рівень внутрішньогалузевої конкуренції, рівень міжгалузевого співробітництва (наявність високотехнологічних ланцюгів створення доданої вартості) та наявність і складність вхідних бар’єрів. Чинники рівня підприємств комплексу машинобудування згруповано за такими групами: технікотехнологічні, організаційно-управлінські, кадрові, інноваційні, інформаційні, фінансово-інвестиційні та матеріально-логістичні. Розроблено концепцію розвитку потенціалу організаційно-ресурсного забезпечення машинобудування, що розкриває мету, принципи, завдання й інструменти формування якісно нових характеристик складових потенціалу організаційно-ресурсного забезпечення підприємств машинобудування. Визначено, що в основі формування організаційно-ресурсних здатностей та компетенцій підприємств машинобудування у сфері виробництва високотехнологічної інноваційної продукції перебуває якісний інноваційний процес, що можливо забезпечити виключно в межах створення єдиного дослідновиробничого середовища в галузі. З огляду на це розкрито комплексний підхід до формування середовища активізації інноваційної діяльності та розширеного відтворення матеріально-ресурсної бази машинобудування в умовах поглиблення соціально-економічної кризи в галузі, що, полягає в обґрунтуванні створення Центру розвитку потенціалу організаційно-ресурсного забезпечення підприємств машинобудування. Розкрито цілі та функції діяльності Центру, наведено його організаційно-функціональну модель, що розкриває специфіку координації процесів розвитку потенціалу організаційно-ресурсного забезпечення машинобудівного комплексу та визначає ключових учасників середовища формування організаційно-ресурсних здатностей та компетенцій машинобудування. На основі обгрунтування значимості держави для машинобудівного комплексу та вивчення теоретичного базису державного регулювання, подано класифікацію інструментів державного регулювання розвитку потенціалу організаційно-ресурсного забезпечення комплексу машинобудування за функціональною ознакою, що передбачає виділення інструментів регулювання процесів розвитку організаційно-управлінської, інноваційної, технікотехнологічної, фінансово-інвестиційної, кадрової, інформаційної та матеріальнологістичної його складових. Розроблено механізм державного регулювання розвитку потенціалу організаційно-ресурсного забезпечення машинобудування, що комплексно розкриває технологію та інструменти державного регулювання та підтримки розвитку організаційно-ресурсного забезпечення машинобудівного комплексу за такими напрямами: активізація інноваційної діяльності, технікотехнологічний розвиток виробничої бази, формування висококваліфікованого кадрового складу та сприятливих умов праці, покращення фінансовоінвестиційного становища й стимулювання інтеграційних зв’язків. Загалом в дисертаційному дослідженні сформовано концептуальний базис і методичний інструментарій розвитку організаційно-ресурсного забезпечення машинобудівного комплексу як основи створення сектору високотехнологічного машинобудування для реалізації проектів інноваційної модернізації економіки. The study of the tendencies of functioning of the world market of mechanical engineering allowed to establish the basic laws of its development, expressed in the growth of the level of informatization, robotization, innovation, intellectualization, ecologization, and individualization of machine-building industries and the spread of processes of their production-technological integration and cooperation. It is determined that the current economic situation in Ukraine is characterized by increased macroeconomic instability and deepening of the technological backwardness of the economy, which is largely due to the deterioration of the financial and economic situation in the machine-building complex. The necessity of development of high-tech machine-building for realization of innovative transformations in the economy of Ukraine is substantiated. The role of the formation of the high-tech engineering industry sector in accelerating the processes of innovative modernization of the Ukrainian economy, which will have sectoral, inter-sectoral and national level manifestations, is revealed. On the basis of the analysis of the development trends of the domestic machinebuilding complex and its main indicators, the causes of exogenous and endogenous nature of the low efficiency of its functioning and development are systematized. It is proved that in order to overcome the negative tendencies of functioning and ensure the further economic growth of the machine building complex, a qualitative change in the capabilities and competencies of machine-building enterprises in the system of organizational and resource support of the industry is necessary. The essence of the category «organizational and resource support of enterprises» is investigated and it is determined that in its basis resources and organizational capacities of machine-building enterprises are provided to provide production of innovative products, which are expressed through the content of the concept «potential of organizational and resource support». Based on scientific views on the interpretation of the content of the concept of «potential» and approaches to its structuring, the author's vision of the category «potential of organizational and resource supply of the machine-building complex» is disclosed in terms of organizational and resource capabilities and competencies of mechanical engineering enterprises to provide production of high-tech innovative products that will realize projects of modernization of the Ukrainian economy and increase their competitiveness on the world market. The components of the organizational and resourcefulness of the complex of mechanical engineering (organizational, managerial, innovative, techno-technological, financialinvestment, staffing, information and material-logistic component) are determined. The general and specific principles of its formation and development are revealed. It is proved that for the achievement of stable competitive positions in the world market of mechanical engineering and implementation of modernization projects of the Ukrainian economy, the availability of the organizational and resource support potential of machine-building enterprises at a level that meets the requirements of a high-tech environment is necessary. The methodical approach to the estimation of the potential level of organizational and resource support of the enterprises of the machine-building complex is developed, which consists in the calculation of a complex integral indicator that takes into account the parameters of the existing state of the components of the organizational and resource supply engineering potential. The estimation of the existing level of development of the potential of organizational and resource support for such machine-building enterprises as PJSC «Kharkiv Machine-Building Plant» Shtokhta Light», State Enterprise «Kharkiv Machine-Building Plant «FED» and PJSC «Kharkiv Bearing Plant» was conducted, which allowed to indicate a deterioration in its development by reducing the level of innovation, technical and technological and financial and investment components. The determinants of the potential of organizational and resource supply of the machine-building complex are systematized by allocating factors by the level of influence on the components of the organizational and resource support potential. At the global level, techno-technological, political and economic, socio-cultural factors have been identified; on the national one - political and legal, socio-economic, innovative, natural-climatic factors. Industry-level factors include sectoral innovation policies and priorities for economic development, the level of intra-industry competition, the level of inter-sectoral cooperation (availability of high-tech chains of value added creation) and the availability and complexity of entry barriers. The factors of the level of the enterprises of the machine-building complex are grouped according to the following groups: technical-technological, organizational-managerial, staffing, innovation, informational, financial-investment and material-logistic. The concept of the development of the potential of organizational and resource support for mechanical engineering, which reveals the purpose, principles, tasks and tools for the formation of qualitatively new characteristics of the components of the organizational and resource support capabilities of mechanical engineering enterprises, is developed. It is determined that the basis of the formation of organizational and resource capabilities and competencies of the enterprises of mechanical engineering in the field of production of high-tech innovative products is a qualitative innovation process, which can be ensured exclusively within the framework of creation of a single research and production environment in the industry. In view of this, an integrated approach to the formation of the environment for activating innovation and expanded reproduction of the material and resource base of mechanical engineering in the context of deepening the socio-economic crisis in the industry is presented, which is to justify the creation of a Center for the development of organizational capacity for mechanical engineering enterprises. The goals and functions of the Center are disclosed, its organizational-functional model is disclosed, which reveals the specifics of coordination of processes of development of the potential of organizational and resource supply of the machine-building complex and defines the key participants in the formation of organizational and resource capabilities and competencies of mechanical engineering. On the basis of substantiation of the importance of the state for the machinebuilding complex and the study of the theoretical basis of state regulation, the classification of instruments of state regulation of the development of the potential of organizational and resource provision of the machine-building complex on the functional basis is provided, which involves the allocation of instruments for regulating the processes of organizational-managerial, innovation, technical, technological, financial -investment, personnel, information and logistical components of it. The mechanism of state regulation of the development of the potential of organizational and resource support for mechanical engineering is developed, which comprehensively reveals the technology and instruments of state regulation and support the development of organizational and resource supply of the machine-building complex in the following directions: activation of innovation activity, technical and technological development of the production base, formation of highly skilled personnel and favorable working conditions, improvement of the financial and investment situation and stimulation of the integral communications. In general, in the dissertation research the conceptual basis and methodical tool for the development of organizational and resource supply of the machine-building complex as the basis for the creation of the sector of high-tech engineering for the implementation of innovative modernization projects of the economy have been formed.
