Забезпечення розвитку потенціалу конкурентоспроможності вагонобудівних підприємств України

Abstract

UA: Обруч Г.В. Забезпечення розвитку потенціалу конкурентоспроможності вагонобудівних підприємств України. – Кваліфікаційна наукова праця на правах рукопису. Дисертаційну роботу присвячено удосконаленню теоретичних положень і розробленню практичних рекомендацій щодо забезпечення розвитку потенціалу конкурентоспроможності вагонобудівних підприємств як основи реалізації інноваційно-технологічних змін на залізничному транспорті України. Розвинуто теоретичний базис забезпечення розвитку потенціалу конкурентоспроможності підприємств вагонобудування за рахунок розкриття сутності поняття «потенціал конкурентоспроможності вагонобудівних підприємств» та визначення його складових, удосконалено класифікацію факторів розвитку за функціональною ознакою. Запропоновано концептуальні положення забезпечення розвитку потенціалу конкурентоспроможності вагонобудівних підприємств, що враховують передумови створення високотехнологічного виробництва в галузі вагонобудування. Побудовано механізм фінансового забезпечення розвитку потенціалу конкурентоспроможності вагонобудівних підприємств, що передбачає створення Фонду співфінансування інвестиційних проектів розвитку підприємств вагонобудування. Розкрито організаційно-компонентно-функціональну модель формування міжгалузевого інноваційно-інтегрованого середовища реалізації проектів розвитку потенціалу конкурентоспроможності вагонобудівних підприємств, в основу якої покладено організацію Інноваційно-інтегрованого транспортно-виробничого кластера. Визначено мету, завдання та принципи формування кластера, і подано його структуру. Запропоновано методичний підхід до оцінки рівня розвитку потенціалу конкурентоспроможності вагонобудівних підприємств у межах ІІТВК, що дозволить оцінити ефективність функціонування підприємств-учасників кластера з позиції забезпечення зростання потенціалу конкурентоспроможності підприємств вагонобудування. The thesis is devoted to improvement of theoretical concepts and develop practical recommendations for the development of potential competitiveness of car-building enterprises as the basis of implementation of innovation and technological change on the railways in Ukraine. Today we should note deterioration of a condition of the railway infrastructure, in particular regarding a car fleet, the deficit of which is a threat of loss of the technological capability of the railway transport to carry out the process of transporting passengers and freights, and limiting the competitive advantages of implementing the transit potential of our country. These transformational processes determined the need for a large-scale innovative and technological modernization of railway transport. It is noted that under the current conditions the maintenance of the process of renewal of the car fleet falls on the shoulders of the domestic car-building enterprises, which has a powerful production base for the implementation of innovative and technological changes in the railway industry. The trend analysis in the development of car-building enterprises was conducted; it allowed to determine the loss of competitive advantages of the domestic car building enterprises in international market and allowed to identify the main reasons of reducing their level of competitiveness. The necessity of improvement the theoretical basis for ensuring the development of competitiveness potential of car-building enterprises was grounded, taking into account interdependence of the development of infrastructural and industrial sectors of the economy, resulting in made it possible to disclose the components and factors of its formation. A comprehensive assessment of the level of development the competitiveness potential of car-building enterprises was conducted; it showed a critical level of its use. It pointed out at the need to develop a Concept for ensuring the development of competitiveness potential of car-building enterprises. Based on the considered prerequisites for the creation of high-tech production in the car building industry, it was proposed forming an innovation-integrated environment for the production of high-tech innovative car building output. The goals, tasks and development tools of each component of the competitiveness potential of car-building enterprises within the framework of the formation of an inter-branch innovation-integrated environment were revealed. It was noted that financial and economic hardship of the car-building enterprises does not allow ensuring the development of the potential of their competitiveness at their own expense. This justified the need to build a mechanism for the financial assurance of developing the competitiveness potential of car-building enterprises, which involves the formation of a co-financing fund, determines the sources and instruments for financing projects and programs of the development of car building enterprises. The main tasks and functions of the fund were disclosed, the technology of co-financing investment projects for the development of car-building enterprises was proposed. It was proposed to intensify the processes of innovative modernization of car building enterprises organizing an Innovative and Integrated Transportation and Production Cluster as an environ for creating high-tech innovative car-building products for the needs of the railway industry. It was disclosed the organizational-componentfunctional model of the formation of an Innovation-integrated transport-production cluster, its purpose, tasks and principles were defined. It was determined that the use of this model would ensure the organizational and technological integrity of the process of production of high-tech car-building products within the inter-branch innovation-integrated environment. The scientific approaches to determining the economic efficiency of cluster structures were investigated. This allowed drawing the conclusion that the expediency of considering the synergetic effect of the functioning of the cluster integration structures from the perspective of increasing the total value of enterprises in the cluster participating on the make an innovative and integrated environment. It was offered a methodical approach to an estimation of a level of development of competitiveness potential of the car building enterprises within the Innovative-integrated transport-production cluster, which was based on the definition of an integral indicator of the competitiveness potential growth of car building enterprises. It was noted that the use of the methodical approach would allow determining the benefits received by the enterprises in the cluster participating in the process of its development.
