Державне регулювання малого та середнього підприємництва: інституціонально-інфраструктурний аспект

Abstract

UA: Фролова Н. Л. Державне регулювання малого та середнього підприємництва: інституціонально-інфраструктурний аспект. – Кваліфікаційна наукова праця на правах рукопису. Дисертація на здобуття наукового ступеня кандидата економічних наук за спеціальністю 08.00.03 – економіка та управління національним господарством. – Український державний університет залізничного транспорту Міністерства освіти і науки України, Харків, 2019. Дисертація присвячена удосконаленню теоретико-методологічних положень, методичних підходів і практичних рекомендацій щодо державного регулювання малого та середнього підприємництва як базису економічного зростання України. Виділено періоди становлення і розвитку державного регулювання малого та середнього підприємництва. Виявлено основні недоліки системи державного управління суб’єктами малого та середнього підприємництва і розкрито пріоритетні заходи щодо її удосконалення. Розвинуто теоретичні положення державного регулювання малого та середнього підприємництва за рахунок їх доповнення авторським визначенням даного поняття з позиції системно-структурного і аналітико-результативного підходів, системою принципів і напрямів державної політики в цій сфері. Систематизовано інструменти державного регулювання малого та середнього підприємництва за пріоритетами розвитку суб’єктів цієї сфери і напрямами їх державного управління. Розкрито методичний підхід до оцінювання результативності державного регулювання малого та середнього підприємництва. Сформовано модель інституціонального середовища розвитку малого та середнього підприємництва, яку доповнено, по-перше, глобальними трендами у сфері управління підприємницькою діяльністю, що визначили напрями співпраці інституцій державного, бізнес- і громадського рівнів; по-друге, інституціями координації міжсекторальної взаємодії щодо адаптації суб’єктів малого та середнього підприємництва до інституціональних змін у середовищі їх функціонування. Розкрито підхід до організації державного регулювання малого та середнього підприємництва, який передбачає залучення бізнес-асоціацій як посередницьких структур в узгодженні ініціатив держави, бізнесу і громадськості щодо розроблення і реалізації інструментарію стимулювання інноваційного розвитку та забезпечення конкурентоспроможності суб’єктів малого та середнього підприємництва. The thesis is devoted to the improvement of theoretical and methodological provisions, methodological approaches and practical recommendations on state regulation of small and medium-sized entrepreneurship as the basis of economic growth of Ukraine. The study of the processes formation and implementation state policy in the field of entrepreneurship allowed to identify the periods of formation and development state regulation of small and medium enterprises, which reflect the evolutionary changes in the legislative framework and instruments state regulation of entrepreneurship in accordance with the level of competence of the authorities and the population of Ukraine. The study of the features current stage of state regulation of small and medium-sized entrepreneurship has revealed its main shortcomings and identifies priority measures to overcome them. The study of the theory of state management socio-economic processes allowed forming the theoretical provisions of state regulation of small and medium-sized entrepreneurship, which contain the author's understanding of the content this concept, the system of normative, general and specific principles and directions of implementation of state policy in this area. It is proposed to consider the state regulation of small and medium-sized entrepreneurship as a direction of the state economic policy based on the application of system-structural and analytical-effective approaches to the definition of effective mechanisms, methods and tools for the formation of a favorable environment for the competitiveness of small and medium-sized entrepreneurship, taking into account global trends in the development of the business sector. It is found out that the formation of system effective levers of state regulation of small and medium-sized entrepreneurship requires an assessment of the effectiveness of the current state policy in this area. A methodical approach to assessing the effectiveness of state regulation of small and medium-sized entrepreneurship is proposed, which involves the calculation of indicators to assess the effectiveness of the implementation of public policy in this area at the national level and in the context of its key areas. Despite the critical level effectiveness of state policy in the field of small and medium-sized entrepreneurship, the tools of state regulation on the priorities of small and medium-sized entrepreneurship (ensuring digital transformation of business processes, the intensification of internationalization of business, the formation of high-tech sector, the development of innovative entrepreneurship and start-up companies) and areas of state regulation of subjects in this sphere: institutional and legal, fiscal, financial and investment, institutional and infrastructure, information and advisory tools. The study of the features institutional support for the development of small and medium-sized entrepreneurship allowed determining the imperfection of the institutional and infrastructure environment of their functioning. It is proved that overcoming the identified shortcomings and increasing the level of adaptability of small and medium-sized entrepreneurship in the institutional transformations in the country requires the participation of the public sector in the formation and implementation of public policy in this area. A model of the institutional environment for the development of small and medium-sized entrepreneurship, which, firstly, takes into account global trends in business management, identified areas of cooperation institutions of state, business and social levels, and, secondly, includes institutions of coordination intersectoral cooperation on the adaptation of small and medium-sized entrepreneurship in institutional changes in the environment of their functioning. This gave the opportunity to decide on the institutional basis of development of small and medium-sized entrepreneurship in Ukraine. It is revealed that the harmonious combination mechanisms of state regulation and self-regulation will allow neutralizing the shortcomings of the system public administration of small and medium-sized entrepreneurship and ensuring effective coregulation processes of their development. An approach to the organization of state regulation of small and medium-sized entrepreneurship, based on the involvement of business associations as intermediary structures in the coordination of initiatives of the state, business and the public to develop and implement tools to stimulate innovative development and ensure the competitiveness of small and medium-sized entrepreneurship. This will increase the competitive advantages of domestic small and medium-sized entrepreneurship in the global business space.
