Державне регулювання механізму забезпечення економічної безпеки регіонів

Abstract

UA: Дисертацію присвячено вдосконаленню теоретичних положень і розробленню практичних рекомендацій щодо державного регулювання механізму забезпечення економічної безпеки регіонів як основного ланцюга формування сталої та конкурентоздатної економіки держави. Удосконалено науково-методичний підхід до оцінки інноваційної безпеки регіонів України, який ґрунтується на розрахунку відповідного коефіцієнта як інтегрального показника, що поєднує фактори-стимулятори і фактори-дестимулятори. Розроблено методику та систему визначення індикаторів оцінки економічної безпеки, яка враховує додаткові індикатори та встановлює градацію безпеки регіонів за рівнем інтегрального показника. Розкрито концептуальні положення формування механізму забезпечення економічної безпеки регіону, у якому через запропонований інструментарій здійснюється управління економічною безпекою регіонів та підвищується їх конкурентоспроможність. Розроблено організаційна структура управління економічною безпекою регіону, яка включає створення інформаційно-аналітичних центрів обласних державних адміністрацій, функціонування яких здійснюється відповідно обґрунтованих цілей, функції та організаційно-функціональної моделі. Розкрито теоретичний підхід до побудови системи управління економічною безпекою регіону, у якому базисом цілепокладання визначено стратегічні пріоритети промислової і регіональної політики держави та системний аналіз стану інноваційно-інвестиційної діяльності в регіоні; розроблено підхід до складання прогнозів соціально-економічного розвитку регіонів, який базується на розрахунку узагальнюючого інтегрального показника економічної безпеки і включає вісім основних індикаторів демографічного стану регіонів. EN: The dissertation is devoted to the improvement of theoretical positions and the development of practical recommendations for state regulation of the mechanism of economic security of the regions as the main chain of formation of a stable and competitive economy of the state. The analysis of the socio-economic situation in the country shows that the causes of threats to economic security have a pronounced regional character, therefore the study of the territorial aspect of economic security allows us to determine the key factors for the economic security of the state as a whole. The scientific novelty of the results obtained is the dissemination and development of theoretical provisions on the regulation of the economic security of the regions and the development of practical recommendations for the state regulation of the mechanism for ensuring the economic security of the regions through the development and interaction of the institutes of state administration. The scientific and methodological approach to the assessment of the innovation safety of Ukrainian regions has been improved, which is based on the calculation of the corresponding coefficient as an integral indicator, combining stimulator and factor-stimulating factors. The use of this approach makes it possible to rank the regions according to the level of innovation development and to justify the choice of tools for state support of innovation activity in the region. A methodology and a system for determining indicators of economic security assessment, which takes into account additional indicators and establishes the degree of security of regions by the level of the integral indicator, is developed. The use of this technique can increase the efficiency of the regional direction of state regulation of the mechanism of ensuring economic security, since indicators of economic security have a number of excellent qualities that characterize the regional aspect. The conceptual provisions of forming a mechanism for providing economic security of the region, in which through the proposed toolkit is carried out, the economic security of the regions is managed and their competitiveness is increased. The stable functioning of this mechanism will allow for the adoption of sound management decisions in the process of strengthening the economic security of the regions and the state. The organizational structure of economic security management in the region is developed, which includes the creation of information and analytical centers of regional state administrations whose functioning is carried out in accordance with well-founded goals, functions and organizational and functional model. Activities of information and analytical centers will increase the efficiency of collection, processing and distribution of data on threats and economic status of business entities in the region in the interest of information support of crisis-prevention projects. The theoretical approach to the construction of the economic security management system in the region is outlined in which the strategic objectives of the industrial and regional policy of the state and the systemic analysis of the state of innovation and investment activity in the region are determined by the basis of goal-setting. The system approach to managing economic security of regions allows to determine the presence and level of internal and external threats, as prerequisites for structural transformation and diversification of the region's economy, ensuring its balanced sustainable development. The approach to drawing up forecasts of socio-economic development of the regions is developed, which is based on the calculation of the generalizing integral indicator of economic security and includes eight basic indicators of the demographic status of the regions. The use of this method allows to generalize internal demographic threats and to determine the main directions of state regulation of demographic processes.
