Управління економічною безпекою підприємств залізничного транспорту в умовах лібералізації ринку залізничних перевезень

Abstract

UA: Дисертація присвячена удосконаленню теоретико-методологічних положень, методичних підходів і практичних рекомендацій щодо управління економічною безпекою підприємств залізничного транспорту в умовах лібералізації ринку залізничних перевезень. Одним із ключових трендів економічного розвитку сьогодення виступає лібералізація, яка висуває принципово нові вимоги до конкурентної взаємодії бізнес-суб’єктів на ринку і зумовлює трансформацію системи їх державного регулювання. Як пріоритети лібералізації виступають забезпечення прозорості діяльності бізнес-суб’єктів і гармонізації їх взаємовідносин, досягнення економічної справедливості і рівності умов функціонування гравців ринку, подолання статус-кво монополій і створення конкурентних умов на ринку. З огляду на перспективу лібералізації ринку залізничних перевезень і забезпечення результативності такого роду змін у країні досліджено успішну практику реструктуризації залізничного сектора європейських країн, що дало змогу визначити доцільність поетапної лібералізації ринку послуг залізничного транспорту, відокремлення потенційно конкурентних і соціально значущих сфер діяльності АТ «Укрзалізниця» і забезпечення конкуренції на ринку. Зважаючи на еволюційні зміни в характері конкурентних відносин суб’єктів ринку залізничних перевезень розкрито періоди трансформації інституційного забезпечення розвитку підприємств залізничного транспорту, у межах яких визначено інституційні прогалини в системі нормативно-правового забезпечення реалізації процесів реформування підприємств залізничної галузі та ідентифіковано ключові загрози їх розвитку. Для формування дієвої політики управління економічною безпекою підприємств залізничного транспорту визначено доцільність максимального врахування спектру загроз їх розвитку, зумовлених як поглибленням внутрішньогалузевих проблем, так і зміною конкурентних позицій залізничних підприємств на ринку транспортних послуг. З огляду на це виявлено і систематизовано загрози розвитку підприємств залізничного транспорту за такими групами: внутрішньосистемні загрози в розрізі бізнес-напрямів діяльності підприємств залізничної галузі, і позасистемні загрози, викликані лібералізацією ринку залізничних перевезень. EN: The dissertation is devoted to the improvement of theoretical and methodological provisions, methodological approaches and practical recommendations for the management of economic security of railway transport enterprises in the conditions of liberalization of the railway transport market. One of the key trends of economic development in our time is liberalization, which puts forward fundamentally new requirements for competitive interaction of business entities in the market and predetermines the transformation of the system of their state regulation. The priorities of liberalization are ensuring transparency of business entities and harmonization of their relationships, achieving economic justice and equality of market players, overcoming the status quo of monopolies and creating competitive conditions in the market. Given the prospect of liberalization of the rail market and ensure the effectiveness of such change in the country studied the practice of successful restructuring of the rail sector the European countries, which allowed to determine the feasibility of a phased liberalization the market of railway transport services, separation of potentially competitive and socially significant spheres of activity JSC ―Ukrzaliznytsya‖ and ensure competition in the market. Despite the evolutionary changes in the nature of competitive relations of constituent entities the rail market reveals the periods of transformation the institutional development of the railway transport enterprises, in which the identification of institutional gaps in the system of normative-legal support of implementation processes reforming the enterprises of the railway sector and identified key threats to their development. For the formation of effective policy management of economic security enterprises of railway transport was considered reasonable maximum given the range of threats to their development, due to both the deepening of intra-industry problems and change the competitive position of railway undertakings in the market of transport services. With this in mind, the threats to the development of railway transport enterprises are identified and systematized in the following groups: intra-system threats in the context of business activities railway enterprises, and non-system threats caused by the liberalization of the railway transport market.
