Дисертація присвячена розробленню теоретико-методологічних засад, методичних підходів і практичних рекомендацій щодо формування системи стратегічного управління розвитком залізничного транспорту в основу якої покладено комплекс взаємоузгоджених стратегічних дій на всіх рівнях управління галуззю в контексті забезпечення її високоінтелектуального розвитку. Систематизовані проблеми розвитку залізничного транспорту України. Удосконалено підхід щодо проведення SWOТ-аналізу діяльності залізничного транспорту. Ідентифіковано етапи становлення стратегічного управління залізничним транспортом та в їх межах систематизовано домінуючі теорії і практичний інструментарій стратегічного управління розвитком залізничного транспорту. Розроблено концептуальні положення стратегічного управління розвитком залізничного транспорту, в основу яких покладено трирівневу систему стратегічного управління. Сформовано модель стратегічного управління розвитком залізничного транспорту. Запропоновано підхід до державного регулювання стратегічного розвитку залізничного транспорту. Удосконалено теоретичні положення щодо формування механізму державного управління інвестиційними процесами на залізничному транспорті. Розвинуто теоретичні засади державного управління та стимулювання розвитку міжнародного стратегічного співробітництва залізничного транспорту. Розроблено підхід до стратегічного управління міжгалузевим об’єднанням за участю залізничного транспорту. Удосконалено методичний підхід до оцінювання потенціалу забезпечення стратегічних змін на залізничному транспорті. Доповнено інструментарій стратегічного управління розвитком залізничного транспорту за умов міжгалузевої бізнес-співпраці. Визначено теоретико-методологічні засади стратегічного управління виробничим потенціалом залізничного транспорту. Обґрунтовано організаційно-методичне забезпечення формування і реалізації інвестиційної стратегії залізничного транспорту. Запропоновано концепцію стратегічного управління знаннями на залізничному транспорті. EN: Ovchynnikova V. O. The dissertation is devoted to the development of theoretical and methodological principles, methodological approaches and practical recommendations for the formation of a strategic management system for the development of rail transport, which is based on a set of mutually agreed strategic actions at all levels management of the industry in the context of ensuring its high-intellectual development. Systematized problems of railway transport development in Ukraine. The approach to SWOT analysis of rail transport activity, which is based on market types, has been improved, which makes it possible to compare the assessment of external and internal factors for several markets for the transport services and to determine the future strategic actions of the railway industry, based on them on related factors of influence. The stages of formation strategic management of railway transport have been identified and systematically dominant theories and practical tools of strategic management of railway transport development are systematized. This allowed to substantiate the new approach to the formation of the strategic management system of the domestic railway industry, which is based on the postulates of the functioning intellectual technologies and contributes to the improvement of the quality of managerial decisions. The conceptual provisions of strategic management rail transport development, based on the three-tier system of strategic management, including state, inter-industry and corporate levels, are developed. The specifics of the approach, principles and tasks of strategic management of the development rail transport at each and selected levels of management are revealed. A model of strategic management of rail transport development has been formed, which takes into account the polyvalence of the management system, the organizational-hierarchical structure and components of the potential ensuring the competitiveness of rail transport, and the sequence of formation a complex of strategies and their implementation is revealed. The approach to state regulation of the strategic development of railway transport, which takes into account the strategic guidelines for the development of the industry, is disclosed, and it reveals the instruments of state support for processes of formation strategic advantages for such components of development as innovation, investment, energy, ecological, social and international components. The theoretical positions on the formation of the state mechanism management of investment processes in railway transport have been improved, which comprehensively reveal the purpose, methods and instruments of state management of investment activity railways, determine the main participants in the process of investing strategic changes and foresee the creation of the State Agency for Investment Policy in the railway transport of Ukraine. The theoretical principles of state management and stimulation development of international strategic cooperation of railway transport, which differ from the existing, combination instruments of state support within the framework of regulatory and legal regulation and organizational and resource support for realization strategic changes projects on the railway transport of the country, are developed. The approach to strategic management of intersectoral associations with the participation of rail transport is developed, which is supplemented with the model of the infrastructure architectonics of the strategic business union, and contains recommendations on the formation and implementation of strategies for cooperation railway transport and other participants of the inter-branch association. The methodical approach to assessing the potential of strategic changes in rail transport is improved, which, unlike existing ones, provides for a phased calculation of the integral indicator, which aggregates estimates of the level investment, innovation, social-intellectual, energy, ecological and international components of the economic potential of rail transport. The toolkit for strategic management of rail transport development in the context of inter-industry business cooperation is supplemented, first, with intelligence-information technologies for managing strategic changes, and secondly, by normative and value-added provisions, which are brought to the Code of inter-branch strategic business cooperation. The theoretical and methodological principles strategic management of railway production potential are defined, which include proposals for the formation and implementation of an appropriate strategy that is oriented towards ensuring the optimal use of the railway industry's production potential and envisages the implementation of three main strategic alternatives (modernization, conversion and reduction / elimination), the choice of which occurs on the basis of compliance, efficiency and specialization criteria. The search for and implementation of reserves for increasing the level of use the railroad production potential has been proposed.
