Державне регулювання природних монополій в умовах глобальної економіки та розвитку науково-технічного прогресу

Abstract

UA: У статті виділено етапи розвитку природних монополій. Зазначено, що стрімкий розвиток науково-технічного прогресу змінює характер природних монополій. В результаті вони втрачають свою природність. Доведено, що зміна характеру природних монополій обумовлює необхідність пошуку нових підходів до державного регулювання. Виділено два напрямки державного регулювання сфер, що законодавчо належать до природних монополій, зокрема залізничного транспорту: розробка та підтримка програм, спрямованих на забезпечення можливості здійснення діяльності природних монополій на міжнародному ринку та забезпечення їх інфраструктурної безпеки.

EN: The article outlines the stages of the development of natural monopolies. It has been noted that the rapid development of scientific and technological progress changes the nature of natural monopolies. As a result, they lose their naturalness. It has been proved that the change in the nature of natural monopolies dictates the need for identifying new approaches to state regulation. Two areas of state regulation of spheres, legislatively related to natural monopolies, in particular of railway transport, have been identified: development and support of programs aimed at enabling the natural monopoly activities in the international market and ensuring their infrastructural security.
