Інфраструктурні асиметрії розвитку залізничного транспорту України в умовах інтеграції в транспортно-логістичний простір ЄС

Abstract

UA: В статті проаналізовано місце України в Глобальному рейтингу конкурентоспроможності за рівнем розвитку інфраструктури. Визначено, що попри високі позиції країни за показником «якість залізничної інфраструктури» рівень інфраструктурного розвитку вітчизняних залізниць значно поступається розвинутим європейським державам. На основі аналізу стану об’єктів залізничної інфраструктури розкрито основні прояви асиметрії її розвитку, що не відповідають тенденція функціонування європейського ринку транспортнологістичного обслуговування та стримують інтеграцію українських залізниць в ЄС. Визначено, що для подолання наявних асиметрій необхідно забезпечити реалізацію інфраструктурних проектів розвитку українських залізниць, що потребують розширення транскордонної співпраці для залучення досвіду й ресурсів провідних європейських партнерів.

EN: The article analyzes the place of Ukraine in the Global Competitiveness Rating on the level of infrastructure development. It is determined that despite the high positions of the country in terms of "quality of railway infrastructure", the level of infrastructure development of domestic railways is considerably inferior to the developed European states. Based on the analysis of the state of the railway infrastructure objects, the main manifestations of asymmetry of its development are revealed, which do not correspond to the tendency of functioning of the European market of transport and logistics services and hinder the integration of Ukrainian railways into the EU. Among the main manifestations of asymmetries in the level of infrastructure development of Ukrainian railways is the operational incompatibility with the EU railways, the critical condition of the railway infrastructure, repair facilities, diagnostic and repair facilities, low capacity of the railway sections, high level of wear and tear of electricity supply and SSC, low level of electrification of railways , insufficient number of transport and logistics infrastructure, limited service portfolio, low level of implementation of integrated information and communication technologies and systems, the complexity of customs procedures, low train speed, poor performance of energy efficiency measures, and negative environmental impacts. It is determined that in order to overcome existing asymmetries it is necessary to ensure the implementation of infrastructure projects for the development of Ukrainian railways, which need to expand cross-border cooperation in order to attract the experience and resources of leading European partners. It is proved that due to overcoming the identified infrastructure asymmetries it is possible to provide technical re-equipment of the industry, reduce its costs and improve the competitive positions of PJSC «Ukrzaliznitsja» in the European market of transport and logistics services.
