Підходи до управління фінансовою безпекою соціально-економічної системи

Abstract

UA: Фінансова безпека є однією з частин економічної безпеки. Вона є характеристикою економічної системи та відображає змогу підприємства або галузі стабільно функціонувати, тобто здатність забезпечити умови функціонування, забезпечити себе ресурсами та мати стратегію розвитку з дотримуванням інтересів усіх учасників виробничого процесу. Рівень фінансової безпеки підприємства та галузі певною мірою залежить від фінансового стану підприємств. Згідно з наявною системою управління безпекою, в якій фінансові показники є об’єктами елементів системи, ефективне управління цими об’єктами позитивно впливає на рівень фінансової безпеки підприємства. З урахуванням сучасних умов, які характеризуються протиріччями та складністю функціонування виробничих підприємств, промислове підприємство доцільно розглядати як соціально-економічну систему, в якій відбувається взаємодія, що призводить до об'єднання в нову цілісність окремих об'єктів, що мають економічне і соціальне призначення на конкретній території з урахуванням природоресурсного складника, для виробництва матеріальних благ і надання послуг. У межах системи управління та підходу до промислового підприємства як до соціально-економічної системи на першому етапі доцільно провести загальний огляд, який включає в себе аналіз капіталу, що є вагомим об’єктом у системі управління фінансовою безпекою підприємства.

EN: Economic security as a category, characterizes the objective protective properties of an individual business entity. Economic security is a complex multi-tier system. It should be particularly emphasized its structural elements – financial security. Financial security is one of the parts of economic security. It is a characteristic of the economic system and reflects the ability of the enterprise or industry to operate stably, that is, to ensure the conditions of operation; provide themselves with resources and have a development strategy with the interests of all participants in the production process. The level of economic security of the enterprise and the industry to a certain extent depends on the financial condition of the enterprises. According to the existing security management system in which financial indicators are objects of system elements, the management of these objects has a positive effect on the level of financial security of an enterprise. Taking into account modern conditions, characterized by contradictions and complexity of functioning of industrial enterprises, it is expedient to consider an industrial enterprise as a socio-economic system in which the integrity of facilities having economic and social purpose in a particular territory interacts, taking into account the natural resource component, to produce material goods and provide services. an enterprise is an economic system that in the production process resources are used and benefits are realized, that is, the continuity of the reproduction of the social product is ensured. It is a social system because it is created by some individuals, providing other individuals with jobs, that is, provides employment to the population and satisfies the result of labor with the specific needs of society.
