Фінансовий складник упровадження директив ЄС на українських залізницях в умовах упровадження високошвидкісного руху

Abstract

UA: У статті проведено аналіз можливостей та складностей імплементації директив ЄС щодо залізничного транспорту, які вже запроваджені та які ще необхідно втілити у життя після підписання Угоди про асоціацію між ЄС та Україною, а також систематизовано результати та проблеми імплементації директив щодо залізничного транспорту. Але приведення залізничного транспорту до стану, який оголошується у зазначених директивах, із обов’язковим впровадженням високошвидкісного руху потребує значних капіталовкладень та певних інвестицій, іноземних у тому рахунку. Але інвестиційна привабливість залізничної галузі дуже низька через незадовільний стан необоротних активів, низьку якість перевезень тощо. Збитковість пасажирських перевезень, які потребують крос-субсидування, також не сприяє розвитку галузі та впровадженню відповідних реформ. Для вирішення зазначених питань необхідно змінити принципи управління залізничною галуззю загалом. Виконання імплементаційних умов приведе український залізничний транспорт у новий якісний стан, що привабить інвестиції та має збільшити доходи Укрзалізниці. Зазначені заходи в умовах впровадження високошвидкісного руху мають слугувати приводом до зростання конкурентоспроможності вітчизняних залізниць.

EN: The article explores the implementation of EU directives on rail transport in Ukraine. The paper also states that the EU-Ukraine Association Agreement requires implementation of certain changе es to the national legislation and strategies for the development of railway transport. These were: the reason for the systematization of the consequences of this implementation with the separation of positive and negative aspects; analyzed and compared these directives with the regulatory framework of Ukraine and the financial capacity of the railways; the financial and economic principles of implementation of the transport industry in the conditions of introduction of high-speed traffic after the signing of the Association Agreement are considered. It is proved that the modern development of the transport complex of the country should take into account not only the need to adapt to European standards, specifications, management principles, etc., but also that innovations and high technologies are crucial for the formation of a new, more efficient model of managing the development of the transport and road complex. The terms of the agreement require a fundamentally new approach to ensuring the competitiveness of rail transportation by improving the quality of transportation and customer service, and ensuring safety. The basic directions of development of the transport industry are also defined, namely: introduction of high-speed traffic, reconstruction, road modernization and construction of new modern highways, updating, modernization and purchase of new rolling stock, change of train schedules and development of new routes, both international and domestic. However, the development of interstate destinations requires the mandatory creation of a hub in Ukraine with the possibility of transplanting from a wide track to a narrow one.
