Управління запасами підприємств залізничного транспорту: проблеми та перспективи

Abstract

UA: У статті відзначено, що пошкодження транспортної інфраструктури, скорочення обсягів роботи промислових та аграрних компаній, обмеження експортної реалізації їх продукції призвело до ситуації критичного скорочення обсягів перевезень залізничним транспортом. Доведено, що обмеженість фінансового забезпечення процесів оновлення та модернізації даних об’єктів, оптимізація витрат за рахунок скорочення інвестицій для підтримки їх в належному технічному стані і неналежно організована система управління матеріально-технічним забезпеченням діяльності підприємств залізничної галузі перешкоджає їх стабільній роботі і належному виконанню перевезень. Проаналізовано ефективність процесів управління матеріальнотехнічним забезпеченням, зокрема запасами, на підприємствах галузі. Доведено, що в умовах цифровізації доцільним є впровадження цифрових рішень на основі технології блокчейн для управління взаємовідносинами з постачальниками і укладення смартконтрактів, формування ефективної та прозорої бази даних обліку матеріальних ресурсів та технічних засобів, а також впровадження цифрових двійників складських приміщень для точного відображення інформації про надходження та переміщення запасів, їх місце розташування тощо.

EN: It is noted that the difficult military, political and economic situation in which Ukraine finds itself now significantly limits the realization of its logistics potential. Significant damage to infrastructure, in particular the transport sector, a reduction in the volume of work of industrial and agricultural companies, restrictions on the export sale of their products led to a situation of critical reduction in the volume of railway transport. It is proved that the limited financial support of the processes of renewal and modernization of these facilities, cost optimization by reducing investment in maintaining the railway infrastructure and rolling stock in proper technical condition, and an improperly organized system of management of material and technical support for the activities of railway transport enterprises hinders their stable operation and proper performance of transport operations. The efficiency of material and technical support management processes, in particular the formation of reserves at industry enterprises, is analyzed. The centralized nature of approval of relevant plans, lack of consideration of the real need for material and technical resources, imperfect inventory management processes, improper tender procedures, etc. are indicated. It is proved that in the context of digitalization, it is advisable to introduce digital technologies as effective tools for optimizing business processes in this area. The need to use digital solutions based on blockchain technology for managing relationships with suppliers and concluding smart contracts, creating an efficient and transparent database of accounting for material resources and technical means, as well as implementing digital storage doubles to accurately display information about the receipt and movement of inventory, their location, etc. was noted. This will allow real-time monitoring of material and technical resources, display available reserves and assess the level of efficiency of their use, identify reserves for reducing inventory costs and optimize inventory management processes, generate accurate and reliable reporting on the movement and condition of stocks at enterprises, etc.
