Abstract

UA: Ефективність діяльності підприємства визначають за ступенем досягнення мети або позитивною результативністю. У статті порівняно дві європейські залізничні системи з різними наборами критеріїв ефективності, наведено національні відмінності в оцінюванні ключових показників ефективності функціонування залізниць, виділено складові концепції розвитку інноваційного потенціалу залізничної транспортної системи. Показано, що для зручності аналізу показники ефективності підприємств залізничного транспорту групують залежно від інфраструктурної та експлуатаційної складової транспортного процесу. Доведено, що формування різних підходів для оцінювання ефективності функціонування залізничної системи дає змогу своєчасно виявляти проблемні місця на всіх ланках транспортного процесу.

EN: The effectiveness of an enterprise is determined by the degree of achievement of the goal or positive performance. The article compares two European railway systems with different sets of performance criteria, provides national differences in the assessment of key performance indicators of railways, and highlights the components of the concept of development of the innovative potential of the railway transport system. It is shown that for the convenience of analysis, performance indicators of railway transport enterprises are grouped depending on the infrastructure and operational components of the transport process. The infrastructure component is related to material assets and the transport network, while the operational component characterises the operational activities related to train traffic. Similarly to operational performance indicators, the criteria for measuring the effectiveness of the railway infrastructure management system revolve around the cost and revenue of transportation When calculating KPIs, Network Rail pays particular attention to funding. Therefore, the approach to defining the Financial Compliance indicator may change from year to year. Network Rail's 'Total Train Performance' is a composite measure that combines the performance of different regions and customers according to their local performance systems. It includes punctuality, combined regional performance and freight delivery.
