Адаптивна концентрація у вантажній і комерційній роботі в умовах інформатизації технологічних процесів на залізниці України

Abstract

UA: У статті розглянуті особливості проведення адаптивної концентрації у вантажній і комерційній роботі в умовах інформатизації технологічних процесів на залізниці України: введено поняття і сформульовано визначення адаптивної концентрації на залізниці у сфері вантажної і комерційної роботи, розглянуто технологічні аспекти створення і функціонування Пунктів концентрації обробки перевізних документів, сформульовано умову доцільності їх створення, доведено економічну ефективність створення і функціонування таких пунктів на прикладі полігонів регіональної філії «Південна залізниця».

EN: The features of adaptive concentration in freight and commercial work under the conditions of technological processes informatization on the railways of Ukraine are examined in the article. The achieved level of the technological processes informatization on the Ukrainian railway transport allows to concentrate the processing of freight stations transport documents in one place – the Transport Documents Processing Centre (TDPC). The concept was introduced and the definition of adaptive concentration on railways in part of cargo and commercial work was formulated. The creation and functioning technological aspects of the TDPC were analysed. The need for fullness development of the interaction organization for the TDPC employees and cargo stations during the performance of local work to provide quality services to customers was emphasized. The technological advantages of the TDPC operation were assessed. There is high concentration of specialists in this centre that allows them to actively raise their professional level and provide better services for the railway services users. It is shown that with significant amount of load to TDPC, specialists should be specialized in areas of work. This will lead to increasing of the service provision quality. The feasibility condition for the TDPC creating and functioning with the deciphering of the components is determined. The main point that the cost savings after the TDPC creation should not exceed the additional costs associated with the adaptive concentration implementation. The economic effectiveness of the TDPC creation and operation is proven on the example of the regional branch «Southern Railway» with the determination of permissible arrangement capital costs for the premises and the equipment of the workplaces of TDPC employees. The study proved that the TDPC railway network creation and functioning is a modern progressive measure. It gives a positive effect in the implementation of the digitalization program of railway freight transportation context, and for improving the quality of providing services to cargo owners.
