Регулювання користуванням радіочастотним спектром в системах залізничного технологічного радіозв’язку

Abstract

UA: В статті розглянуті зміни в законодавстві України в зв’язку з набуттям чинності Закону України «Про електронні комунікації». Закон регулює взаємовідносини між постачальниками телекомунікаційних послуг та споживачами і стосується всіх користувачів в сфері регулювання користування радіочастотним спектром. Окремим законом регламентується діяльність Національної комісії з електронних комунікацій, яка здійснює державне регулювання та державний нагляд в сфері електронних комунікацій. Технологічний радіозв’язок на залізницях України є типовим представником сухопутного рухомого радіозв’язку. Для залізничного радіозв’язку актуальність питань пов’язана з необхідністю модернізації радіомереж, які в теперішній час працюють в аналоговому режимі в метровому діапазоні радіохвиль. В зв’язку з цим важливим є запровадження сучасних радіотехнологій з освоєнням нових діапазонів радіочастот. В роботі розглянуті основні напрямки модернізації систем залізничного технологічного радіозв’язку та процедури планування, виділення, розподілу та користування радіочастотним спектром у світлі нового законодавства.

EN: The article discusses changes in the legislation of Ukraine in connection with the entry into force of the Law of Ukraine "On Electronic Communications". The law regulates relations between providers of telecommunication services and consumers and does not apply to users whose devices are not connected to public networks, except for matters of regulation of the use of radio frequency resources. A separate law regulates the activities of the National Commission for Electronic Communications (NCEC), which carries out state regulation and state supervision in the field of electronic communications. It includes the Ukrainian State Center for Radio Frequencies, which assigns radio frequencies and provides measures for electromagnetic compatibility of networks. Technological radio communication on the railways of Ukraine refers to the land mobile radio communication service. Technological radio communication networks currently operate in the meter range of radio waves in analog mode. In this regard, it is important to introduce modern digital radio technologies of mobile radio communication with the development of new radio frequency ranges. Within the limits of the allocated frequency band, regulation of the use of the radio frequency spectrum in railway transport is based on departmental regulatory documents. The paper examines the main directions of modernization of railway technological radio communication systems and the procedures for planning, allocation, distribution and use of the radio frequency spectrum in the light of the new legislation. Proposals for the development of a new frequency plan for duplex digital networks of the DMR standard have been prepared.
