Теоретико-методологічні основи оцінки результативності реалізації державної політики розвитку малого та середнього підприємництва

Abstract

UA: У статті розглянуто теоретико-методологічні та методичні аспекти оцінки ефективності реалізації державної політики у сфері малого та середнього підприємництва. Досліджено задекларовані методики оцінки державної політики у сфері підприємництва, зокрема стосовно результативності реалізації державної регіональної політики й аналізу регуляторного впливу. Вивчено наукові підходи до формування методики оцінки результативності державної політики у сфері підприємництва. Сформовано авторський методичний підхід до оцінки результативності державної політики у сфері розвитку малого та середнього підприємництва, що базується на розрахунку індикаторів ефективності реалізації державної політики у міжнародному, національному, міжгалузевому та векторному вимірах. Розкрито основні етапи оцінювання результативності реалізації державної політики у сфері малого та середнього підприємництва.

EN: The article deals with theoretical-methodological and methodical aspects of the evaluation effectiveness of the implementation of state policy in the sphere of small and medium enterprises. The declared methods of evaluation of the state policy in the field of entrepreneurship, in particular, concerning the effectiveness of the implementation of the state regional policy and the analysis of regulatory influence, are explored. The scientific approaches to the development of methodology for assessing the effectiveness of state policy in the field of entrepreneurship are studied. An author's methodical approach to the evaluation of the effectiveness of state policy in the field of small and medium enterprises development, based on the calculation of indicators of the effectiveness of the implementation of state policy in the international, national, cross-sectoral and vector dimensions, has been formed. The main stages of evaluation of the effectiveness of the implementation of state policy in the sphere of small and medium enterprises are revealed.
