Аудит персоналу як засіб забезпечення ефективності управлінської діяльності на підприємствах залізничного транспорту

Abstract

UA: В статті проаналізовано праці вітчизняних та закордонних вчених за представленою тематикою. Доведено доцільність впровадження аудиту персоналу на підприємствах залізничного транспорту України. Встановлено, що отримані в процесі аудиту персоналу результати на підприємствах залізничного транспорту дозволять керівникам: підвищити ефективність управління, забезпечити відповідність стандартам та регулюванням, поліпшити якість обслуговування, здійснити адаптацію до технологічних змін, стимулювати професійний розвиток, оптимізувати кадрові ресурси, підвищити безпеку та покращити робочий клімат. Визначено, що аудит персоналу є потужним інструментом для оптимізації управлінської діяльності на залізничному транспорті. Він допоможе не тільки виявити та вирішити поточні проблеми, але й запобігти можливим майбутнім труднощам, забезпечуючи тим самим стабільний та ефективний розвиток підприємства, а успішне проведення аудиту персоналу сприятиме створенню адаптивної, продуктивної та мотивованої робочої сили, що є запорукою довготривалого успіху та лідерства на ринку транспортних послуг.

EN: Ensuring the effective functioning of railway transport enterprises requires economically competent management of their activities, and personnel is a key resource in their functioning. However, in the conditions of war, in connection with changes in legislation and socio-economic challenges, it becomes obvious that the problem of optimal use of personnel potential in railway transport is urgent. The main aspects of the problem include: insufficient qualifications and skills of personnel; inefficient personnel management; the need to optimize resources. In this regard, it is necessary to carry out a comprehensive analysis at railway transport enterprises, which will make it possible to identify problems and prevent their occurrence in the future. Such an analysis can be presented in the form of a personnel audit, which will help leaders and managers of different levels to solve problems related to the effective use of human potential. With the help of a personnel audit, you can answer the question: what potential lies in the specialists of railway transport enterprises, what can be used from this potential for the interests of the enterprise, what indicators can be adjusted. In global practice, personnel audit is a consistent, regular and, as a rule, long-term form of control overthe implementation of practical efforts to optimize personnel management. In the course of a one-time audit, it is impossible to fully optimize the state of the organization's personnel management. Therefore, in order to achieve complex and sustainable results, it is necessary to conduct regular audits of the personnel, which will allow identifying and eliminating problems in the early stages. In addition, regular audits will contribute to the formation of a culture of continuous improvement within railway transport enterprises. They will allow management to respond in a timely manner to changes in legislation, economic conditions and market requirements. In particular, the results obtained in the process of personnel audit at railway transport enterprises will allow managers to: increase management efficiency, ensure compliance with standards and regulations, improve service quality, adapt to technological changes, stimulate professional development, optimize human resources, increase safety and improve the working climate.
