Удосконалення автоматизованої системи управління вантажними перевезеннями залізницею в умовах інтермодальних перевезень під час воєнного стану

Abstract

UA: Запропонована технологія дає змогу оптимізувати використання залізничного рухомого складу та зменшити час простою контейнерів на станціях і в логістичних хабах. Удосконалена автоматизована система керування вантажними перевезеннями Української залізниці (АСК ВП УЗ-Є) через впровадження прогнозної моделі забезпечує скорочення часу та витрат на транспортування вантажів завдяки раціональному розподілу часових ресурсів, технічних потужностей і людського фактора в системі підтримки ухвалення рішень, а також зниження ризиків під час транспортування вантажів. У статті запропоновано удосконалену структуру автоматизованої системи керування вантажними перевезеннями за взаємодії залізничного та морського транспорту з логістичним хабом. Розраховано економічну доцільність упровадження запропонованої автоматизованої технології.

EN: In wartime, every link in the transport market has undergone significant changes. The volumes and range of transport by various modes of transport today differ from pre-war times. Some modes of transport have almost completely ceased to exist in Ukraine, such as air transport. Maritime transport partially ceased to function at the beginning of the war, then almost completely recovered. As with other modes of transport, military action has had an irreversible impact on rail transport. The routes for transporting both cargo and passengers, as well as the technologies, volumes, and range of services, have changed. However, the main issues in improving the process of freight transport by rail remain the reduction of transport time and costs through the rational allocation of time, technical capacities, and the human factor in decision support systems (DSS), as well as the reduction of risks during freight transport. The proposed decision support system is integrated into the automated workstation of the station duty officer (ARM DSP), the shunting dispatcher (ARM DSC) at border stations, as well as the logistics hub employee connected to the Unified Automated Freight Transportation Management System of Ukrzaliznytsia. The implementation of this technology will optimize the use of rolling stock and reduce container downtime at stations. It will also help minimize cargo delays during martial law, speeding up international shipments and reducing their cost. The key tasks of the model are to forecast container volumes, with the model predicting the number of containers that will arrive at a specific hub during a specific period, and to use historical data and modern Big Data and machine learning algorithms. Routes will also be optimized by ensuring the best routes for container movement, taking into account projected arrivals. The economic effect of using the proposed technology at the enterprise over 10 years will amount to UAH 9.4 million.
