Теоретичні аспекти ризик-орієнтованого управління на підприємствах залізничного транспорту

Abstract

UA: У статті проведено ґрунтовне дослідження ризиків та загроз, що супроводжують діяльність підприємств залізничного транспорту в умовах сучасних викликів. Виявлено, що в умовах війни підприємства залізничного транспорту зіткнулися з новими загрозливими викликами: пошкодження транспортної інфраструктури в результаті цілеспрямованих атак; обмеженість фінансових ресурсів і, як результат, поступове старіння залізничної інфраструктури, зниження ефективності системи та нездатність відповідати сучасним вимогам для перевезень вантажів і пасажирів; кадрові втрати, викликані як залученням працівників до служби в Збройних силах України, так і втратами кадрового складу, спричиненими бойовими діями та обстрілами; порушення ланцюгів постачання; незадовільна пропускна спроможність інфраструктури, що виникає через обмежені технічні можливості; кіберзагрози тощо. Зважаючи на масштабність та багатовекторність останніх, обґрунтовано доцільність переходу до ризикорієнтованої моделі управління, яка дозволяє не лише мінімізувати негативні наслідки, а й забезпечити адаптивність, стійкість та стратегічну гнучкість підприємств. Визначено ключові етапи впровадження ризик-орієнтованого управління на підприємствах залізничного транспорту, розкрито його особливості та взаємозв’язок із загальною системою управління. Особливу увагу приділено інноваційним інструментам управління ризиками, таким як цифрові технологічні рішення, сценарне планування, кіберзахист, ESG-орієнтовані практики, інноваційне страхування.

EN: The article conducts a thorough study of the risks and threats that accompany the activities of railway transport enterprises in the context of modern challenges, in particular technical, organizational, human, environmental, socioeconomic risks and threats associated with the transportation of dangerous goods. It was found that in wartime, railway transport enterprises faced new threatening challenges: damage to transport infrastructure as a result of targeted attacks; limited financial resources and, as a result, the gradual aging of railway infrastructure, a decrease in the efficiency of the system and the inability to meet modern requirements for the transportation of goods and passengers; personnel losses caused by both the involvement of employees in service in the Armed Forces of Ukraine and the loss of personnel caused by hostilities and shelling; disruption of supply chains; unsatisfactory infrastructure throughput capacity arising from limited technical capabilities; cyber threats, etc. Given the scale and multi-vector nature of the latter, the feasibility of transitioning to a riskoriented management model is substantiated, which allows not only to minimize negative consequences, but also to ensure adaptability, stability and strategic flexibility of enterprises. It is proposed that risk-oriented management in railway transport be understood as an approach aimed, on the one hand, at identifying, analyzing and minimizing adverse external and internal factors that may negatively affect the operation of the enterprise, and, on the other hand, at using the potential advantages of risk situations to achieve competitive advantages. The key stages of implementing riskoriented management in railway transport enterprises are identified, its features and relationship with the general management system are revealed. Special attention is paid to innovative risk management tools, such as digital technological solutions, scenario planning, cyber protection, ESG-oriented practices, innovative insurance, etc. It has been proven that the introduction of innovative risk management tools at railway transport enterprises, along with traditional approaches, will allow not only to minimize risks and the negative consequences of their occurrence, but also to transform them into a source of strategic opportunities for development.
