Забезпечення розвитку підприємств соціальної інфраструктури АТ «Укрзалізниця» (на прикладі закладів охорони здоров’я)

Abstract

UA: Головаш О. В. Забезпечення розвитку підприємств соціальної інфраструктури АТ «Укрзалізниця» (на прикладі закладів охорони здоров’я). – Кваліфікаційна наукова праця на правах рукопису. Дисертаційну роботу присвячено удосконаленню теоретико-методичних положень і практичних рекомендацій щодо забезпечення розвитку підприємств соціальної інфраструктури АТ «Укрзалізниця» (на прикладі закладів охорони здоров’я). Удосконалено понятійний апарат розвитку підприємств соціальної інфраструктури АТ «Укрзалізниця», запропоновано концептуальні положення розвитку закладів охороно здоров’я, які враховують стратегічні засади трансформації діяльності медичних закладів, підпорядкованість їхніх цілей і завдань корпоративним векторам розвитку залізничного транспорту. Запропоновано структуру стратегічного потенціалу закладів охороно здоров’я АТ «Укрзалізниця», яку представлено компонентами ресурсного та адаптаційного потенціалів. Розроблено методичний підхід до комплексного оцінювання рівня стратегічного потенціалу закладів охорони здоров’я, який полягає у визначенні інтегрального показника за складовими стратегічного потенціалу. Розкрито механізм забезпечення розвитку закладів охорони здоров’я, який включає цільову, виробничу і забезпечуючу підсистеми розвитку. Набули подальшого розвитку організаційні засади інноваційного забезпечення розвитку закладів охороно здоров’я, які передбачають створення Координаційного центру медичних технологій. Визначено механізм функціонування центру. Розроблено модель фінансової підтримки Координаційного центру медичних інновацій в аспекті формування замкненого циклу розроблення та впровадження інноваційних медичних технологій. EN: Holovash О. The dissertation work is devoted to the improvement of theoretical and methodological provisions and practical recommendations for ensuring the development of social infrastructure enterprises of JSC «Ukrzaliznytsia» (for example, healthcare institutions). The conceptual apparatus for the development of social infrastructure enterprises of JSC «Ukrzaliznytsia» has been improved, which takes into account the essential features and specifics of the conditions of their activities and reveals the author's vision of the content of this category. Conceptual provisions for the development of healthcare institutions are proposed, which take into account the strategic foundations of the transformation of the activities of medical institutions, the subordination of their goals and objectives to the corporate vectors of the development of railway transport. These provisions comprehensively reveal the goal, main tasks, principles and directions of the formation of resource and adaptive opportunities for the development of healthcare institutions in the context of dynamic changes. The structure of the strategic potential of health care institutions of JSC «Ukrzaliznytsia» is proposed, which is represented by the components of resource and adaptation potential. A methodological approach to a comprehensive assessment of the level of the strategic potential of healthcare institutions has been developed, which consists in determining an integral indicator for the components of strategic potential. The mechanism for ensuring the development of health care institutions is disclosed, which includes target, production and supporting development subsystems. The organizational foundations of innovative support for the development of healthcare institutions have been further developed, which provide for the creation of a Coordination Center for Medical Technologies, whose activities are based on accumulating the potential of healthcare institutions of railway transport, scientific institutions, specialized educational institutions, manufacturing enterprises and is aimed at the development and implementation of the latest medical technologies. A mechanism for the functioning of the center has been developed and the specificity of inter-subject interaction of participants in the process of creating medical innovations has been disclosed. A model of financial support for the Coordination Center for Medical Innovations has been developed in the aspect of forming a closed cycle for the development and implementation of innovative medical technologies. This model provides for the formation of an Investment Development Fund. The process of selection of projects for investment by the fund is proposed to be carried out by mathematical formalization of the ratio of risk and profitability of investment objects according to the current selection rules and approaches. The model of financial support for the activities of a medical technology center in the aspect of forming a closed cycle of development and implementation of innovative medical technologies provides for the differentiation of forms of financing depending on the type of medical innovation (prolonged, continuous, short-term).
