Технічні специфікації з інтероперабельності та їх упровадження у швидкісному русі на залізницях України

Abstract

UA: Доведено, що залізниці України в технічному і законодавчому відношенні готові до євроінтеграції в питаннях інтероперабельності, у тому числі у сфері швидкісного і високошвидкісного пасажирського руху. Пропонується для впровадження технічних специфікацій з інтероперабельності на залізницях України інтенсифікувати зусилля всіх причетних структур, що в перспективі дасть змогу залізничному транспорту України наблизитися до європейського рівня.

EN: It is proved that cooperation in questions of interoperability with the EU countries has a certain interest for the railways of Ukraine, taking into account the possible financing from the EU funds. However, we should not skip the negative consequences of European integration, in part of transit potential. It is established that the railways of Ukraine are technically and legally better than other industries prepared for European integration. By the specifics of their activities, they are ready to cooperate with various transnational communities and are already an important link in the transport system of Europe and Asia. At the same time, it is necessary to take into account the experience in the EU countries in questions of interoperability, especially in the domain of highspeed passenger traffic. The moments that impede the development of Ukraine's transport potential while expanding cooperation with the European Union are considered. In this context, it is necessary to resolve the issues of technical re-equipment of existing border crossing railway points with the EU countries. The implementation of the requirements of the European Union to the railways of Ukraine is granted from 4 to 8 years and at the same time it is necessary to intensify the efforts of all involved structures, which in future will allow Ukraine's rail transport to approach the European level.
