Ефективність вантажних залізничних перевезень в Україні та її підвищення в умовах глобалізації

Abstract

UA: Дисертаційна робота присвячена дослідженню теоретичних, методичних і прикладних питань підвищення ефективності вантажних залізничних перевезень в умовах інтеграції залізничного транспорту у світову транспортну систему. У дисертаційній роботі визначено та розкрито сутність та співвідношення понять "ефективність вантажних залізничних перевезень" та "ефективність вантажних міжнародних залізничних перевезень" з урахуванням специфіки розвитку транспорту в сучасних умовах господарювання; систематизовано структурні елементи комплексного підходу щодо підвищення ефективності вантажних залізничних перевезень; уточнено поняття "міжнародні транспортні коридори" з урахуванням принципів логістики; доведено доцільність оптимізації структури національної мережі міжнародних транспортних коридорів шляхом включення до її складу нових залізничних напрямків та визначено склад цих напрямків; визначено критерії оцінки ефективності роботи транспортного підприємства з урахуванням витрат на утримання і оновлення рухомого складу; обгрунтовано доцільність створення спеціалізованого оператора внутрішніх перевезень вантажів з метою активізації процесу залучення інвестицій для оновлення рухомого складу.

EN: This dissertation is dedicated to studying of theoretical, methodics and applied questions of rising the freight railway transportation efficiency under the condition of integration of railway transport into world transportation system. The essence and correlation of notions “the efficiency of freight railway transportations” and “the efficiency of international freight railway transportation” taking into account the specific features of transport development under modern condition of managing have been determined and revealed. The complex of measures as to the development of transport foreign economic policy of Ukrainian railways taking into account possible achievements of technical-economic, social and ecological effects has been developed. Scientifically grounded principles, methods and instruments of complex approach to the information and legislative – legal provision of traffic of international transport corridors, which will allow to create an integral transport area between countries and to solve a question of different kinds of transport cooperation have been formulated. The potential directions of transit traffic development through the territory of Ukraine taking into account the most attractive export and import markets in order to include them into the existing international transport corridors network have been grounded. The urgent measures as to the achievent of international standards by Ukrainian railways with the purpose of rapid integrations into European and World transportation systems have been determined. The mechanism and the efficiency of rented and own transportation means utilization within the period of their operation have been developed and determined.
